ORDINANCE NO. 080194

 

Reducing Kansas City Bicycle Transportation Initiative (KCBTI) project appropriations in the Capital Improvement Fund totaling $596,036.92 from the Department of Public Works; reappropriating a total of $1,380,036.92 from the Unappropriated Fund Balance of the Capital Improvements Fund; estimating CMAQ revenues of $784,000.00; and designating requisitioning authority.

 

WHEREAS, the Missouri Department of Transportation approved the use of federal Congestion Mitigation and Air Quality (CMAQ) funds in support of the Kansas City Bicycle Transportation Initiative project; and

 

WHEREAS, the Water Services Department (WSD) applied to the Missouri Department of Natural Resources for Stormwater Grant and Loan funds and received approval to use these funds as the local match for the federal CMAQ funds; and

 

WHEREAS, the combination of these funding sources allows for the replacement of over 250 stormwater inlets to provide a smoother riding surface to the bicycle riding public throughout the city on designated bicycle routes; and

 

WHEREAS, the Water Services Department has bid and awarded the inlet replacement project in three phases; and

 

WHEREAS, this ordinance provides requisitioning authority to the Water Services Department for the use of the CMAQ funds and allows the Bicycle Initiative Inlet Replacement Project to proceed to construction; NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That $784,000.00 in revenue is estimated to the Capital Improvement Fund for the KCBTI projects in the account listed below:

 

08-3090-890001-476361 CMAQ Bicycle Routes Project $784,000.00

 

Section 2. That $784,000.00 is hereby appropriated to the following account in the Capital Improvement Fund:

 

08-3090-897085-B CMAQ Bicycle Routes Project $581,913.00

08-3090-808017-B Bike Trail Improvements 202,087.00

TOTAL $784,000.00

 


Section 3. That the appropriations in the following account of the Capital Improvements Fund are hereby reduced by the following amount:

 

08-3090-897025-B CMAQ Bicycle Routes $596,036.92

 

Section 4. That the sum of $596,036.92 is hereby appropriated from the Unappropriated Fund Balance of the Capital Improvements Fund to the following accounts in the Capital Improvements Fund:

 

08-3090-808017-B Bike Trail Improvements $596,036.92

 

Section 5. That the Director of Public Works is hereby designated as requisitioning authority for Account No. 08-3090-897085 and the Director of Water Services is hereby designated as requisitioning authority for Account No. 08-3090-808017.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation herby incurred.
