COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 020294
Directing the City Manager
to prepare and issue within 14 days of the date of passage of this Resolution,
a request for proposals for the private management of the American Royal Center
Facilities.
WHEREAS, the
private management of some of the most important convention and entertainment
facilities of the City is needed to improve the fiscal performance of the
facilities, maximizing revenues and minimizing operational costs while
maintaining a high level of customer satisfaction; and
WHEREAS, the City
Council firmly believes that the management of the Citys convention and
entertainment facilities should always endeavor to find the most efficient and
effective ways to improve service for users and visitors; and
WHEREAS, the
private management initiative endorsed by this Resolution is aimed at
improving the Citys ability to attract and retain concerts, sporting and
cultural events, and family shows in an increasingly competitive market; and
WHEREAS, all
proposals must contain a statement setting forth the proposers intentions and
strategies regarding the retention of current employees of the American Royal
Center Facilities; and
WHEREAS, pursuant
to the Citys KC-GO initiative, current employees of the Convention and
Entertainment Centers Department are encouraged to partner and submit a
proposal and take part in this competitive contract process; and
WHEREAS, among
other parameters, all proposers should be required to offer approaches to
advise existing and future tenants regarding efficient venue selection
processes in order to maximize the use of available facilities; NOW, THEREFORE,
BE IT RESOLVED BY
THE COUNCIL OF KANSAS CITY:
Section 1. That
the City Manager is hereby directed to prepare and issue within 14 days of the
date of passage of this Resolution a request for proposals for the private
management of the American Royal Center Facilities.
