COMMITTEE SUBSTITUTE
FOR RESOLUTION NO. 060255
Recognizing the Citys support
for annual contributions to the operations of Community Improvement Districts
and directing the City Manager to annually estimate those costs as part of the
City budget.
WHEREAS, in
1998, the Community Improvement District Act (CID Act) was enacted into law
and is codified at Section 67.1401, RSMo., et seq.; and
WHEREAS, the CID
Act allows property owners to voluntarily form a district in which special
assessments are levied in return for local benefits; and
WHEREAS,
Resolution Nos. 020738 and 020848 stated the Citys commitment to maintain the
level of services within the Downtown Community Improvement District and
Three-Trails Community Improvement Districts; and
WHEREAS, the
formation of community improvement districts allow the City to leverage
additional resources to make public improvements in the area that benefit both
the district and the City as a whole;
WHEREAS, former
City Manager Robert Collins directed staff to annually budget the Citys
voluntary contribution to the Downtown Community Improvement District based on
the assessed value of City-owned property within the district; NOW THEREFORE,
BE IT RESOLVED
BY THE COUNCIL OF KANSAS CITY;
Section 1. That the
City of Kansas City will annually contribute its fair share to any community
improvement district formed within the City limits that includes City
properties and provides services that benefit those properties.
Section 2. That the
City Manager is directed to annually budget for these anticipated expenses and
include them as part of the annual City budget.
