ORDINANCE NO. 051261
Amending Chapter 2, Code of
Ordinances, by enacting therein Division 7.5, entitled Health Commission,
consisting of Sections 2-890 through 2-896, establishing a Health Commission to
provide structure and oversight for the cyclical development, implementation
and evaluation of a Community Health Plan for the City of Kansas City,
Missouri, and to advise the Mayor and City Council on public health matters and
policies; and transferring member appointments from the current membership of
the Health Commission to the newly-created Health Commission.
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That Chapter 2 of the Code of
Ordinances, entitled "Administration", is hereby amended by enacting
therein new Sections 2-890 through 2-896, said sections to read as follows:
DIVISION 7.5. Health
Commission.
Sec. 2-890. Establishment; purpose;
mission.
There is hereby established a Health
Commission to provide structure and oversight for the cyclical development,
implementation and evaluation of a Community Health Plan for the City of Kansas
City, Missouri, and to advise the Mayor and City Council on public health
matters and policies. The Health Commissions mission is to achieve a city-wide collaboration
and partnership of organizations and individuals to work together to build a
healthier community.
Sec. 2-891. Membership.
a) Membership total;
mayoral appointments. The Health Commission shall consist of seventeen
voting members appointed by the Mayor in consultation with the Director of
Health. And, the Director of Health serves as a non-voting Ex Officio member.
b) Terms of
Appointment. To ensure both continuity of membership and regular
introduction of new members, Commissioners will serve terms of three (3) years.
Commissioners may be reappointed for a total not to exceed three (3)
consecutive terms.
c) Commission
Co-Chairs. The Health Commission Co-Chairs shall consist of one (1)
Commissioner, one (1) Kansas City Council member serving on a City Council
Committee that oversees health issues, and the Director of Health for Kansas City serving as a nonvoting Ex-Officio Co-Chair. The Mayor shall appoint the Health
Commission Co-Chairs.
d) Commission Vice
Chair. The Health Commission shall have one (1) Vice Chair, to be selected
by a majority vote of the Commission.
e) Co-Chair and
Vice-Chair Term of Office. The term of office of the Health Commissioner
Co-Chair who is not a council member will be two (2) years. At the conclusion
of his or her term of office, the co-chair may continue as a member of the
Health Commission. The council member co-chair serves at the pleasure of the
Mayor. The term of office of the selected Vice Chair shall be two (2) years.
The Vice Chair may be selected for one additional two (2) year term.
Sec. 2-892. Commission Committees;
bylaws.
The Commission shall establish
committees and bylaws to fulfill its purpose.
Sec. 2-893. Removal of Commissioners.
The Health Commission
Co-Chairs shall recommend to the Mayor and Director of Health the removal of a
Health Commissioner for cause or failure to meet the attendance requirement.
Sec. 2-894. Annual Report to the Mayor
and City Council.
The Health Commission
shall provide an annual report of Health Commission activities to the Mayor and
City Council. The annual report shall be provided no later than the end of
February of the following calendar year.
Sec. 2-895. Public Statements.
The Health Commission
has authority to make public statements on matters of concern to the health and
quality of life for Kansas City residents. All public statements must be
authorized by a majority vote of the full Health Commission.
Sec. 2-896. Staff Services.
The Director of Health
shall provide clerical and administrative services to the Health Commission.

Section 2. That all
appointments of the current Health Commission, established pursuant to
Resolution No. 010601, shall be transferred to the Health Commission created
pursuant to this ordinance.
