Establishing the Citys positions
on matters that may come before the 109th United States Congress during its 1st
session in 2005.
WHEREAS, the
City desires to publish general statements of its positions on matters that may
become the subject of or be affected by proposed federal legislation during the
1st Session of the 109th United States Congress in 2005; NOW, THEREFORE,
BE IT RESOLVED
BY THE COUNCIL OF KANSAS CITY:
That the City Council of Kansas
City hereby adopts the following priorities and positions on matters that may
come before the 109th United States Congress during its 1st session in 2005:
A. Economic
Development Projects
1.
KCI Maintenance Overhaul Base Provide $2,000,000 to provide for
infrastructure improvements to maximize use of the maintenance overhaul base
2.
Kansas Citys Intermodal Facility Support funding for
environmental remediation at the former Richards-Gebaur Air Base to allow for
expedited economic development opportunities
3.
Economic Development Support funding for infrastructure
development in the Columbus Park, 11th and Grand, Freight House, and
Union Hill areas
4.
Transportation Support the re-authorization of the Federal
Transportation Legislation (TEA-21) with specific projects earmarked including:
a.
Construction of a companion bridge or expansion of the Paseo
Bridge/Interstate 29/35 Missouri River crossing and highway improvements
for better access to Downtown
b.
Construction of two additional lanes to Front Street between I-29/35 and
I-435 and to Chouteau Trafficway from I-35 to Missouri Route 210
c.
Upgrading signalized intersections to accelerate implementation of the
Operation Green Light arterial street signal modernization program to improve
traffic flow
d.
Bus Rapid Transit
e.
Kansas City SmartPort, Inc. - Americas Secure Inland Port Solution which
is designing and implementing an intelligent transportation system
5.
Watershed Management Support funding for:
a.
Watershed management planning and construction of subsequent projects
b.
Special storm-water control projects within the three large watersheds
that cover the northern portion of the City to allow continued economic
development there
B. Ongoing Projects
1.
Airports Protect and fund airports for passenger facility and
customer facility changes and provide additional funding for the Federal
Airport Improvement Program and Airport war and terrorism insurance
2.
Brownfields Support continued funding for the cleanup and
re-development of brownfields, and authorize the U.S. Army Corps of
Engineers to do work in brownfields areas.
3.
U.S. Army Corps of Engineers Flood Control Protection
Support continued funding for the following flood control projects:
a.
Blue River Channel
b.
Turkey Creek Basin
c.
Blue River Basin
d.
Kansas Citys Seven (7) River Levees
e.
Brush Creek Basin
f.
Swope Park Industrial Area
4. Homeland Security Support funding for:
a. Homeland security anti-terrorism projects and initiatives
b. First responder agencies and services
c. Local homeland security offices, facilities and personnel
d. Protection of essential local utilities, facilities and
services.
5. Public Health Support significant, permanent increases
in funding for local health departments to improve their capacity to handle
public health threats, including naturally occurring infectious diseases and
bio-terrorism.
6. Riverfront Development Provide grants for
infrastructure improvements and habitat restoration on sites adjacent to the Missouri River.
7. Transportation Support continued funding for road and
bridge maintenance and improvements.
8. Homeless Assistance Support funding of homeless
assistance programs and remove mandatory 30% caps on Essential Services and
Homeless Prevention funds.
9.
Parks and Recreation Projects Funding for projects such as
the Shoal Creek Living History Museum, Line Creek Valley, the Blue River Trail,
Swope Park, Longview Aquatics Center, Tiffany Springs Park, Lykins Community Center, and Cliff Drive
10. Police Infrastructure Vehicle Impound Facility, FOCUS Center for Youth and Seniors, and Mobile Data terminals
11. Water
Quality Support funding for:
a. Water infrastructure management initiatives
b. Urban Wet Weather Quality Act of 2000
c. Special needs of areas served by Kansas Citys Water Services
Department
d. Cleaner and safer drinking water
e. Stormwater control
