RESOLUTION NO. 120404
Authorizing the City
Manager to investigate and if he deems appropriate to participate in the
National League of Cities Service Line Warranty Program.
WHEREAS, the National
League of Cities, in conjunction with Utility Services Partners, Inc., has
established the NLC Service Line Warranty Program by which residents of
participating cities may purchase a warranty for private water and sewer lines
located between the public service lines and the exterior of a residence; and
WHEREAS, the usual
cost of the warranties is about $10 per month, a small portion of which is paid
annually to the City by Service Line Warranties of America for the City’s
cooperation in marketing this program to residents; and
WHEREAS, repairs to
private lines, which are the sole responsibility of a home owner, may reach
several thousand dollars which is not generally covered by home insurance; and
WHEREAS, small and
large cities, including Phoenix, Atlanta, and Milwaukee, currently participate
in this program; and
WHEREAS, local
contractors are used to complete covered repairs and residents may select a
contractor from the approved list of licensed contractors; and
WHEREAS, marketing
material will be mailed to residents over the signature of a designated City
signor on material reflecting it is from the City, but that it will be paid for
by Service Line Warranties of America; NOW, THEREFORE,
BE IT RESOLVED BY THE
COUNCIL OF KANSAS CITY:
That the City Manager
is authorized to investigate and if he deems appropriate to participate in the
National League of Cities Service Line Warranty Program.
