ORDINANCE NO. 120131

 

Authorizing the acceptance and approval of a grant from the Health Care Foundation of Greater Kansas City in the amount of $55,869.00; estimating revenue and appropriating the sum of $55,869.00 to the Health Care Foundation Grant account; and designating requisitioning authority.

WHEREAS, the Health Care Foundation of Greater Kansas City provides leadership, advocacy, and resources that eliminate barriers to quality health for the uninsured and underserved in Kansas City, Missouri, and surrounding areas; and

WHEREAS, the City of Kansas City Municipal Court has received a one-year extension of its current grant from the Health Care Foundation of Greater Kansas City for $55,869.00, said grant to be used to support the Mental Health Court diversion program; and

WHEREAS, the grant funding will provide for paralegal services through a subcontract with Legal Aid of Western Missouri, critical for coordinating and partnering with caseworkers, treatment providers, social service professionals, as well as assisting attorneys in providing individualized attention to defendants, all of who require unique guidance; and

WHEREAS, Kansas City Municipal Mental Health Court has diverted over 2,000 mentally ill defendants from jail to professional treatment and reduced recidivism by approximately 60 percent; and

WHEREAS, this grant will help further the mission of the Kansas City Municipal Mental Health Court to reduce recidivism by reaching mentally ill persons who need treatment, but are repeatedly cycling through the criminal justice system; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Administrator of Municipal Court is hereby authorized to accept a grant from the Health Care Foundation of Greater Kansas City in the amount of $55,869.00 to provide support for the Kansas City Municipal Mental Health Court.

Section 2. That the revenue in the following account of the General Fund is hereby estimated in the following amount:

12-1000-270001-480505 Health Care Foundation Grant $55,869.00


Section 3. That the sum of $55,869.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund to the following account in the General Fund:

12-1000-275800-B Health Care Foundation Grant $55,869.00

Section 4. That the Administrator of Municipal Court is designated requisitioning authority for Account No. 12-1000-275800.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
