RESOLUTION NO. 910334

 

Endorsing a Community-Based Waste Management Strategy.

WHEREAS, the Waste Minimization Commission was authorized by the City Council of Kansas City by adoption of Resolution No. 65175 on or about February 1, 1990 and came into being August 1, 1990; and

 

WHEREAS, subsequent to the adoption of Resolution No. 65175, the State of Missouri enacted the Missouri Omnibus Solid Waste Management Act, (SB 530), which mandates the design and implementation of a comprehensive waste management plan for each district (including Kansas City) throughout the State of Missouri over a statutorily prescribed period of time beginning as early as October 1, 1990; and

 

WHEREAS, the Waste Minimization Commission has prepared and delivered to the City Council and to the citizens of this City its Initial Report entitled "A Comprehensive Community-Based Waste Management Plan" under date of January 24, 1991; and

 

WHEREAS, it is imperative that the City of Kansas City make significant changes in its solid waste management in order to comply with the new Missouri legislation, to minimize the environmental impact of waste disposal, to maximize utilization of natural resources, and to establish an economically viable solid waste management plan to fulfill the needs of its residents; and

 

WHEREAS, the Council embraces the concepts set forth by the Waste Minimization Commission in its Initial Report of January 24, 1991; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Waste Minimization Commission in cooperation and coordination with City staff take such further action as is necessary to develop a design for implementation of the Community- Based Waste Management Plan recommended by the Waste Minimization Commission on January 24, 1991, all as specifically listed and summarized on Page 6 of the formal documentation of said Report of the same date; and

 

BE IT FURTHER RESOLVED, that the Waste Minimization Commission in coordination and cooperation with City staff prepare and present to the Council such ordinances and resolutions as may be required to implement the Community-Based Waste Management Plan, specifically including the necessary actions preliminary to the submission of a ballot issue for consideration by the voters of Kansas City, Missouri in a manner generally consistent with the recommendations described in the aforesaid "Community-Based Waste Management Plan of January 24, 1991" all of which shall be reconsidered and reviewed by the Council of Kansas City; and

 

BE IT FURTHER RESOLVED, that the Waste Minimization Commission shall further report to the Council as to its progress on matters authorized in this Resolution no later than 90 days after adoption; and

 

BE IT FURTHER RESOLVED, that the City Manager is authorized and directed to assist in the development and implementation, not less than 90 days after adoption of this Resolution, of a pilot program consisting of a minimum of three (3) drop-off centers for receipt of recyclable goods; provided these services can be provided by volunteers; and

 

BE IT FURTHER RESOLVED, that the City Manager is hereby authorized to prepare an ordinance appropriating funds adequate to promote drop-off recycling; and

 

BE IT FURTHER RESOLVED, that the City Manager is directed to incorporate in the 1991 fiscal budget for the Solid Waste Division, Public Works Department, sums for public education and information concerning the ramifications of Missouri Senate Bill 530 and the educational and public information recommendations of the Waste Minimization Commission as outlined in the Community-Based Waste Management Plan of January 24, 1991. ___________________________________________________
