RESOLUTION NO. 140342

 

Authorizing an application to the Missouri Development Finance Board for the preliminary authorization of state tax credits in the amount not to exceed $2,550,000.00 to support improvements to the National World War I Museum.

 

WHEREAS, the 140,000 square-foot National World War I Museum (“Museum”) is the only American museum solely dedicated to preserving the objects, history and examining the experiences of the Great War whose impact still echoes in the world today; and

 

WHEREAS, the Museum holds the world’s most diverse collection of World War I (1914-1919) objects and documents, is the secondoldest collecting institution in the world, and presents a comprehensive global interpretation of World War I and its enduring impact; and

 

WHEREAS, the Centennial Commemoration of World War I begins June 2014 – Spring 2019, and is the pinnacle time for the Museum to prominently enhance its profile locally, nationally, and globally as well as obtaining significant philanthropic support, which will have a significant economic impact and bring substantial recognition to Kansas City and to the State of Missouri; and

WHEREAS, the Museum is committed to promoting and supporting the highest level of World War I scholarship, while keeping the Museum experience enjoyable and meaningful for visitors of all ages; and

 

WHEREAS, in order to provide an optimal visitor experience, the Museum recognizes the need to curate and host temporary exhibitions that complement or augment the core exhibition, The Great War 1914-1919; and

WHEREAS, the Museum has 4,300 square feet of space on the east side of the building, adjacent to the main gallery, which was reserved for future development when the Museum was completed in 2006; and

 

WHEREAS, the space is an ideal location for an additional gallery (the “Additional Gallery”), since it will be accessible from both the main corridor of the building and the interior of the main gallery and can be renovated with no disruption to the ongoing Museum operations; and

 

WHEREAS, the Museum’s J.C. Nichols Auditorium (“Auditorium”) is in need of renovations and upgrades after six years of continuous use; and

 

WHEREAS, despite the best routine and preventative maintenance, the technology in the Auditorium needs to be upgraded to keep pace with industry advancements and remain viable; and

 

WHEREAS, the City of Kansas City has committed to provide $150,000.00 through the Liberty Memorial Endowment Fund towards completion of the project; and

WHEREAS, the Council desires to direct the City Manager to file an application for contribution tax credits in the amount not to exceed $2,550,000.00 with the Missouri Development Finance Board for financing the construction of the Museum’s Additional Gallery and the upgrade and renovations of the Auditorium through the State of Missouri’s Tax Credit for Contribution Program; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Council expresses its intention to support the Museum in the construction of the Additional Gallery and the upgrade and renovations of the Auditorium.

Section 2. That the Council states and finds that the Additional Gallery and Auditorium projects will result in the expansion of the delivery of services that promote tourist and cultural facilities.

Section 3. That the Council states and finds that the Additional Gallery and Auditorium projects will have a positive fiscal impact on the City through the creation of additional jobs and projected growth in annual tax revenues derived from the Museum.

Section 4. That the Council states and finds that the Additional Gallery and Auditorium projects will provide non-economic benefits to the City through the attraction of high-quality touring exhibitions and special events, ensuring that the Museum remains the preeminent center for community engagement and education on World War I.

Section 5. That the Council directs the City Manager to file an application on or before April 30, 2014 in the amount not to exceed $2,550,000.00 with the Missouri Development Finance Board for financing the construction of the Museum’s Additional Gallery and the upgrade and renovations of the Auditorium through the State of Missouri’s Tax Credit for Contribution Program.
