WHEREAS, Drug Courts significantly improve substance-abuse treatment outcomes, substantially reduce drug abuse and crime, and do so at less cost than many other criminal justice strategies; and

WHEREAS, Drug Courts facilitate community-wide partnerships, bringing together public safety and public health professionals in the fight against drug abuse and criminality; and

WHEREAS, there are now nearly 3,000 Drug Courts nationwide that annually successfully serve over 140,000 individuals; and

WHEREAS, the Drug Court operated by the Kansas City Municipal Court has been extremely successful in reducing recidivism and crime in a cost-effective manner while helping offenders put their lives back on productive paths; and

WHEREAS, approximately 60% of offenders who appear in Municipal Drug Court successfully complete the program each year, and over 160 persons have graduated from the program since it was formalized in 2007; NOW, THEREFORE,
