COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 190051

 

Directing the City Manager to work with KCPD to develop five-year police staffing levels.

 

WHEREAS, Matrix Consulting Group presented its “Police Department Workload/Staffing Study” to the City Council in July of 2017 (“the study”); and

 

WHEREAS, the study included analysis of KCPD’s organization structure, department staffing and “key operational elements that notably impact staffing levels”; and

 

WHEREAS, the City wants to show its mutual commitment with KCPD to support officer safety, protect taxpayer funds, appropriately staff the KCPD and support public safety and resident response; and

 

WHEREAS, the City Manager is in a position to work with KCPD to develop five-year staffing levels to address police staffing needs based upon the study, taking into account retirements, attrition, other salary savings and the City’s five-year financial plan; and

 

WHEREAS, development of five-year police staffing levels is timely, as the City Charter requires adoption of the five-year financial plan by November 1, with submission to the City Council expected in mid-September; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is hereby directed to work with KCPD to develop five-year police staffing levels based upon the City’s five-year financial plan.
