COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 080477

 

Authorizing the City Auditor to execute an intergovernmental agreement with Jackson County to conduct an audit of the Jackson County Board of Election Commissioners and the Kansas City Board of Election Commissioners; estimating and appropriating $70,000.00 representing the cost to be paid by Jackson County; and recognizing an emergency as a result of the appropriation of funds.

 

WHEREAS, Jackson County, Missouri, has expressed interest in conducting a performance audit of the Kansas City and Jackson County Boards of Election Commissioners; and

 

WHEREAS, such an audit including the Kansas City Board of Election Commissioners would benefit the City through reinforcement of proper administration and identification of areas that may benefit from changed procedures; and

 

WHEREAS, the City Auditor estimates the need to assign several auditors from the City Auditors Office for at least sixteen weeks to conduct this audit; and

 

WHEREAS, the Council recognizes that this major undertaking will mean the City Auditor will be unable to meet the anticipated audit schedule planned for fiscal year 2008 2009, but that the Council believes this cooperative effort will advance the services provided to the City and to the County in the essential function of conducting elections; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Auditor is authorized to enter into an intergovernmental agreement with Jackson County, Missouri, to provide audit services for the purpose of conducting a performance audit of the Kansas City and Jackson County Boards of Election Commissioners in a form substantially as Attachment A.

 

Section 2. That revenue in the following account of the General Fund is estimated in the following amount representing reimbursement of costs by Jackson County:

 

09-1000-030000-481000 Miscellaneous Contributions $70,000.00

Section 3. That the appropriation in the following account of the General Fund is estimated in the following amount for the purpose of reimbursing the City Auditor for costs incurred and reimbursed by Jackson County:

 

09-1000-031500-A Office of the City Auditor $70,000.00

 

Section 4. That this ordinance is recognized as an emergency measure within the provisions of Section 503 of the City Charter in that it appropriates money, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
