ORDINANCE NO. 041060

 

Amending Section 2-521, Code of Ordinances, entitled Divisions; duties of director to explicitly authorize the director of Neighborhood and Community Services to contract with neighborhood and other nonprofit groups for the abatement of violations of ordinances within the directors enforcement responsibilities, including the property maintenance, weeds, and nuisance codes.

 

WHEREAS, neighborhood preservation is a partnership between the City and its residents; and

 

WHEREAS, neighborhood organizations and other nonprofit groups may be willing and able to participate in the betterment of neighborhoods through assistance to the City in abating property maintenance, nuisance and weed violations; and

 

WHEREAS, such assistance can extend the Citys abatement efforts through donated services to abate violations; and

 

WHEREAS, the importance of such abatement can be seen not only in the improvement of property values and the sense of neighborhood engendered through repair and abatement of violations, but in the sense of safety that can be felt when our neighborhoods are not used to hide the victims and existence of heinous crime; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY

 

Section 1. That Section 2-521, Code of Ordinances, is amended to read as follows:

 

Sec. 2-521. Divisions; duties of director.

 

The neighborhood and community services department shall consist of the following divisions: administration, correctional institutions, probation, animal control, neighborhood centers, neighborhood services, property conservation, social services and such other divisions as may be established by ordinance. The work and responsibilities of the division shall be under the control and supervision of the director of neighborhood and community services. The director shall have the power to enter into service agreements and contracts with other agencies or individuals when authorized by ordinance to do so, and may contract with neighborhood organizations and other nonprofit organizations to provide abatement services for violations of ordinances under the enforcement responsibility of the director. Any references in the city Charter to the community services department shall be construed to refer to and mean the neighborhood and community services department.
