Approving a General Development
Plan for the Trinity Lutheran Hospital Campus Redevelopment Area (PIEA) for an 8
acre tract of land generally located at the northeast corner of 31st Street and
Wyandotte Street and declaring its redevelopment necessary for the preservation
of the public peace, prosperity, health, safety, morals and welfare; and
approving the ad valorem tax benefits pursuant to Section 100.570, RSMo 1994.

WHEREAS, the
Planned Industrial Expansion Authority of Kansas City, Missouri did prepare or
cause to be prepared a General Development Plan for the Trinity Lutheran
Hospital Campus Redevelopment Area and recommended that the Council approve the
finding of blight and approve the General Development Plan for the area; and
WHEREAS, on
March 22, 2007, the City Council passed Ordinance 070334, declaring
the area generally located north of 31st Street between Wyandotte and Main
Streets to be a blighted area, insanitary or undeveloped industrial area and
its redevelopment necessary for the preservation of the public peace,
prosperity, health, safety, morals and welfare; and approving the ad valorem
tax benefits pursuant to Section 100.570, RSMo 1994; and
WHEREAS, the
City Plan Commission has reviewed and recommended approval of the General
Development Plan for the Trinity Lutheran Hospital Campus Redevelopment Area on
September 4, 2007, as evidenced by its resolution and has found said plan to be
in conformance with the general plan for the development of the community as a
whole; and
WHEREAS, Section
100.400, Revised Statutes of Missouri, authorizes the Council to approve a
general development plan if the Council finds that the plan is feasible and in
conformity with the general plan for the development of the community as a
whole; and
WHEREAS, the
Council has determined that ad valorem tax exemption benefits as authorized in
Section 100.570, RSMo 1994, are necessary to attract developers in the area;
NOW, THEREFORE,
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That
the Council declares the area generally bounded by 8th Street on the north, McGee Street on the east, 9th Street on the south, and Grand Avenue on the west, and more
specifically described as follows, to be within the development plan:

Lots 24-38, and the
South 5 feet of Lot 39, Block 2, MOUNT AUBURN, a subdivision in Kansas City,
Jackson Country, Missouri, and the East of vacated Baltimore Avenue lying
West of and adjacent.

The west 16 feet of
Lot 9, except the North 3 feet thereof, the West 16 feet of Lots 10 through 23,

the South line of vacated 30th Street to the North line of 31st
Street, and Lots 19 through 31, Block 4, MOUNT AUBURN, a subdivision in Kansas
City, Jackson County, Missouri, and all of the vacated alley lying between Lots
19 and 30, and that part of vacated 30th Street lying South of Block

29, and 30, Block 1, MOUNT AUBURN, a subdivision in Kansas City, Jackson
Country, Missouri; together with the North of vacated 30th Street
lying South of and adjacent to said Lot 25.
Section 2. That
the General Development Plan for the Trinity Lutheran Hospital Campus
Redevelopment Area being that 8 acres generally
located at the northeast corner of 31st Street and Wyandotte Street, is
hereby approved, as revised October 4, 2007. A copy of said plan which is
attached hereto and incorporated herein by reference and is on file in the
office of the City Clerk, is hereby approved.
Section 3. That
the Council has duly made the findings necessary for compliance with Section
100.300-100.620, RSMo.
Section 4. That
said General Development Plan is hereby found to be feasible and in conformance
with the general plan for the development of the community as a whole.
Section 5. That
the ad valorem tax exemption benefits as authorized in Section 100.570, RSMo,
are hereby extended to the plan area to the extent and in the manner as
provided for in said General Development Plan, subject to the execution of a
development agreement with the Planned Industrial Expansion Authority.
