ORDINANCE NO. 160918

 

Amending the 2016 One Year Action Plan; estimating revenue and appropriating $400,000.00 of Federal Community Development Block Grant (CDBG) funds to the City Minor Home Repair Program; authorizing submission of a Substantial Amendment to the U.S. Department of Housing and Urban Development (HUD) for its consideration; and recognizing an accelerated effective date.

 

WHEREAS, on March 17, 2016, through Resolution No. 160042, the City Council approved the 2016 One-Year Action Plan which included funding for the City Minor Home Repair Program in the amount of $1,200,000.00 for assisting very low and low income homeowners with important home improvements; and

 

WHEREAS, the City received 500 applications for assistance prior to the July 31, 2016 deadline, which exceeded the amount of funds budgeted for this activity; and

 

WHEREAS, an additional $400,000.00 funding will make it possible to provide home repair service to all approved homeowner applications; and

 

WHEREAS, the additional funding will allow furnace replacement/repair which increases housing energy efficiency and energy conservation; and

 

WHEREAS, most of these home improvement services are critical to the residents’ ability to stay in their homes; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Substantial Amendment to the 2016 One Year Action Plan prepared pursuant to the National Affordable Housing Act of 1990, as amended, a copy of which in substantial form is attached hereto, is hereby approved.

 

Section 2. That revenue is estimated in the following account of the Community Development Block Grant Fund:

 

17-2600-570001-477150-G57CDBG16 Community Dev Grant $400,000.00

 

Section 3. That the sum of $400,000.00 is appropriated from the Unappropriated Fund Balance of the Community Development Block Grant Fund to the following account of the Community Development Block Grant Fund:

 

17-2600-575313-B-G57CDBG16 Minor Home Repair $400,000.00

 


Section 4. That the Mayor, on behalf of the City of Kansas City, Missouri, is authorized to execute and submit the aforesaid Substantial Amendment to HUD.

 

Section 5. That this resolution is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money and shall take effect in accordance with Section 503, City Charter.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
