COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 190712

 

Establishing the Intervention and Compliance Unit Pilot Program.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That there is established an Intervention and Compliance Unit Pilot Program in the City which may be referred to as the ICU Pilot Program.

 

Section 2. That the goals of the pilot program shall include, but not be limited to

 

(1) Reducing and preventing violent crime and improving safety within individual neighborhoods through collaboration with the police department and community representatives;

 

(2) The development of evidence-based procedures to reduce violent crime and focus on early detection of violent criminal behavior;

 

(3) The creation of policies and procedures to address crime recidivism;

 

(4) The creation of policies and procedures regarding crime data collection and methods for monitoring crime data; and

 

(5) The development of strategies for improving mental and social service programs to address systemic needs for reducing violent crime in the city.

 

Section 3. The members of the Intervention and Compliance Unit shall be appointed by the Mayor. The number of members shall be determined by the Mayor and shall include representatives from the municipal court, city staff, community leaders, civic organizations and school districts. A representative to the Unit may be provided by the police department and such representative shall have the right to attend and participate in all Unit meetings, discussions and decision making. Intervention and Compliance Unit meetings shall be chaired by one of its members who shall be appointed by the Mayor and such meetings shall be held in locations determined by the chair. City staff shall assist the Intervention and Compliance Unit in its duties.

 

Section 4. The Intervention and Compliance Unit Pilot Program shall terminate six years after the effective date of this ordinance.
