Honoring Richard E. Duncan on his retirement from City government.


WHEREAS, Richard E. Duncan, City Development Department, has announced his retirement from the City of Kansas City after 21 years, 8 months of service; and


WHEREAS, Mr. Duncan has served the City, through the City Development Department, during his entire tenure with the City; and


WHEREAS, Mr. Duncan received his undergraduate degree from Tennessee State University and later received a Master's Degree from Vanderbilt-Peabody University; and


WHEREAS, before commencing his employment with the City, Mr. Duncan served as Regional Director for the Department of Planning for the State of Tennessee and the Director of Planning for the Jackson-Madison County Regional Planning Commission; and


WHEREAS, from 1969 to 1990, Mr. Duncan served as the Chief Planner for the Development Management Section of the City Development Department and as such was responsible for coordinating the review and presentation of matters before the City Plan Commission, the Board of Zoning Adjustment and the Plans and Zoning Committee of the City Council; and


WHEREAS, since 1990, Mr. Duncan has served as Special Assistant to the Director of City Development undertaking special projects of immediate interest and concern in the areas of development and redevelopment; and


WHEREAS, Mr. Duncan has been active as a charter member in both the American Planning Association and the American Institute of Certified Planners; and


WHEREAS, Mr. Duncan is a member of the Veterans' of Foreign War having served both in World War II and in the Korean War and has been active in the Knights of Columbus and the American Association of Retired Persons; and


WHEREAS, Mr. Duncan always exemplified the highest degree of professionalism in the exercise of his duties; NOW, THEREFORE,




That the Mayor and Council hereby express their appreciation and gratitude to Richard E. Duncan for his many years of dedicated service to the City in the area of current planning.


BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to Richard E. Duncan with our heartfelt congratulations on his retirement and appreciation for his work in the area of current planning.
