ORDINANCE NO. 200212

 

Accepting a Living Cities, Inc./Foundation Grant in the amount of $50,000.00; estimating revenue in the amount of $50,000.00 in the Neighborhoods Grants Fund; appropriating that amount to the Living Cities Foundation grant account of the Neighborhoods Grants Fund.

 

WHEREAS, the City of Kansas City, Missouri will participate in the City Accelerator on Inclusive Procurement to identify and find ways to support transformative city leaders who are rethinking the connection between city dollars and their economic and community development goals and ultimately addressing the racial wealth gap by promoting the sustainability of communities of color through community wealth; and

 

WHEREAS, the City Manager’s Office of KC BizCare was awarded a Living Cities, Inc./Foundation Grant in the amount of $50,000.00 that runs from July 1, 2019 through June 30, 2020; and

 

WHEREAS, the City will enter into an agreement with Living Cities; and

 

WHEREAS, the City and Kansas City KC BizCare Office in partnership with the City of Kansas City Human Relations Department, working with Living Cities lead consultants, Griffin and Strong, P.C., will apply strategies developed out of the first City Accelerator’s cohort on Inclusive Procurement. These strategies, designed to leverage procurement to support the growth of businesses owned by people of color, are intended to spur and produce economic impact through jobs, increased purchasing activity and promotion of overall economic viability of diverse businesses. Kansas City, along with 9 other cities across the nation, will receive a combination of coaching, technical assistance, and implementation resources over a one-year period to achieve this goal; and

 

WHEREAS, City leaders have been identified in implementation of the grant activities; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager, or his designee, is hereby authorized to accept a $50,000.00 grant (20-6160-G921) from Livings Cities, Inc./Foundation. A copy of the grant agreement is on file in the City Manager’s Office and is incorporated herein by reference.

 

Section 2. That the revenue in the following account of the Neighborhoods Grant Fund is estimated in the following amount:

 

20-2580-100001-471965 Living Cities Foundation Grant $50,000.00

 

Section 3. That $50,000.00 is appropriated from the Unappropriated Fund Balance of the Neighborhoods Grants Fund to the following account:

 

20-2580-105803-B-G10105803 Living Cities Foundation Grant $50,000.00

 

Section 4. That the City Manager, or his designee, is designated as requisitioning authority for Account No. 20-2580-105803.

 

Section 5. That the City Manager is authorized to execute a $50,000.00 grant agreement with Living Cities, Inc./Foundation and to execute contract amendments. A copy of the contract, in substantial form, is on file with the City Manager’s Office.

 

Section 6. That this ordinance is recognized as having an accelerated effective date within the provisions of Section 503 of the City Charter in that it appropriates money, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
