RESOLUTION NO. 100124

 

Expressing the support of the City Council for Phase One of the CenterPoint Intermodal Center-Kansas City, on the grounds of the former Richards-Gebaur Air Force Base, to obtain Missouri Certified Site status as established by the Missouri Department of Economic Development.

WHEREAS, Richards-Gebaur Air Force base, established in 1956, served as a major economic and employment center in South Kansas City, and

WHEREAS, the Federal Government deactivated the base between 1976 and 1994; and

WHEREAS, in 1985, the Federal Government transferred title of 1,227 acres to the City of Kansas City for use as a civil aviation facility, and

WHEREAS, on June 24, 1997, the City Council approved a resolution directing the City Manager to determine the requirements for closure of Richards-Gebaur for the purpose of constructing an international freight center that included intermodal freight facilities; and

WHEREAS, on February 4, 1999, the City Council authorized the Port Authority of Kansas City, Missouri to develop an intermodal freight operation in conjunction with Kansas City Southern Railroad; and

WHEREAS, as part of an overall plan to enable the Port Authority to acquire said property and proceed with the development of said property, the Port Authority, through a competitive selection process for a private master developer, selected CenterPoint Realty Services Corporation, an Illinois corporation (CenterPoint), to develop portions of said property; and

WHEREAS, on October 1, 2008, the Missouri Department of Economic Development established the Certified Sites Program to provide consistent standards regarding the availability and development potential of commercial or industrial development sites, allowing local governments and recognized formally organized economic development agencies to apply; and

WHEREAS, CenterPoint has completed the due diligence requirements of the Certified Sites Program and in the process completed site preparation, utility installation, road construction and storm water retention for the 314 acre Phase One of the CenterPoint Intermodal Center – Kansas City; and

WHEREAS, as Phase One can support an estimated 5,000,000 sq. ft. of industrial buildings, the future impact of the CenterPoint Intermodal Center-Kansas City as an economic and job creation center will be similar to the original Richards-Gebaur Air Force Base; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

In accordance with Section 5.8 of the Certified Sites requirements, the Mayor and City Counsel support Phase One of the Centerpoint Intermodel Center – Kansas City for designation as a Missouri Certified Site by the Missouri Department of Economic Development.
