ORDINANCE NO. 070013

 

Declaring the area generally located on the south side of Truman Road, between Oak Street and Locust Street, as a blighted and insanitary area in need of redevelopment and rehabilitation pursuant to the Missouri Land Clearance for Redevelopment Authority law and approving the Truman & Oak Urban Renewal Plan. (650-S)

 

WHEREAS, the area located on the south side of Truman Road, east of Oak Street, west of Locust Street, and extending approximately 100 feet south of E. 16th Street is (1) blighted by reason of the predominance of defective or inadequate street layout, insanitary or unsafe conditions, deterioration of site improvements, improper subdivision or obsolete platting, or the existence of conditions which endanger life or property by fire and other causes, or any combination of such factors, retards the provision of housing accommodations or constitutes an economic or social liability or a menace to the public health, safety, morals, or welfare in its present condition or (2) insanitary by reason of a predominance of buildings and improvements which, by reason of dilapidation, deterioration, age or obsolescence, inadequate provision for ventilation, light, air sanitation or open spaces, high density of population and overcrowding of buildings, overcrowding of land, or the existence of conditions which endanger life or property by fire and other causes, or any combination of such factors, is conducive to ill health, transmission of disease, infant mortality, juvenile delinquency and crime or constitutes an economic or social liability and is detrimental to the public health, safety, morals, or welfare; and

 

WHEREAS, on November 15, 2006, the Land Clearance for Redevelopment Authority of Kansas City, Missouri, adopted a resolution recommending that the area be declared blighted or insanitary and recommending approval of an Urban Renewal Plan for the area; and

 

WHEREAS, on November 17, 2006, the City Plan Commission reviewed this matter and recommended (1) approval of the designation of the area as blighted or insanitary area and (2) approval of the Urban Renewal Plan; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council finds that the proposed urban renewal area identified as the Truman & Oak Urban Renewal Area generally located on the south side of Truman Road, east of Oak Street, west of Locust Street, and extending approximately 100 feet south of E. 16th Street, legally described as:

 

401 Truman Road: McGees Addition, east 118 feet Lots 857 & 858, Block 62 except part to State of Missouri.

1513 Oak Street: North 33 feet of east 118 feet of Lot 859, Block 62, McGees Addition.

 

1527 Oak Street: East 118 feet of Lot 864, Block 62, McGees Addition.

 

1525 Oak Street: McGees Addition, east 118 feet of Lot 862, except north 24.75 feet and east 118 feet of Lot 863, Block 62.

 

1517 Oak Street: South 33 feet of east 118 feet Lot 860, Block 62, McGees Addition.

 

1601 Oak Street: East 118 feet of Lot 794, east 118 feet of Lot 795, Block 57, McGees Addition.

 

1514 Locust Street: McGees Addition, south one-half of Lot 868, Block 62.

1520 Locust Street: Section 05-49-33, Southwest One-Quarter, Southeast One-Quarter, McGees Addition, Lots 869 and 870, Block 62.

 

1515 Oak Street: McGees Addition, south 16.5 feet of east 118 feet of Lot 859, north 16.5 feet of east 118 feet of Lot 860, Block 62.

 

1519 Oak Street: McGees Addition, Lot 861 and north 24.75 feet of Lot 862, Block 62.

 

1512 Locust Street: McGees Addition, north one-half of Lot 868 and part of Lot 867, Block 62, beginning at southwest corner of Lot 867, thence north 72 feet, thence east to point .5 feet north of southeast corner of said Lot, thence south .5 feet, thence west to the beginning.

425 Truman Road: McGees Addition, Lot 866 and Lot 867, Block 62, except beginning southwest corner of Lot 867, thence north .72 feet, thence east to point .5 feet north of southeast corner of said Lot, thence south .5 feet, thence to beginning.

 

is a blighted or insanitary area in need of redevelopment or in need of rehabilitation and is appropriate for an urban renewal project by the Land Clearance for Redevelopment Authority of Kansas City, Missouri, pursuant to Chapter 99, RSMo.

 

Section 2. That the Council finds that the Urban Renewal Plan is feasible and in conformity with the general plan for the development of the community as a whole.

 

Section 3. That the Truman & Oak Urban Renewal Plan, a copy of which is on file in the office of the City Clerk with this ordinance, is hereby approved.
