RESOLUTION NO. 970689

Stating the Council's intention to become a member of the Kansas City Metropolitan Alliance for Economic Cooperation and authorizing the execution of the Kansas City Alliance for Metropolitan Economic Cooperation Agreement.

WHEREAS, the Mid-America Regional Council (MARC) and the Kansas City Area Development Council have approved a proposal to form a Metropolitan Alliance for Economic Cooperation (Alliance) among all cities and counties in the greater Kansas City region; and

WHEREAS, the purpose of the Alliance is to promote increased economic cooperation among localities in the metropolitan Kansas City area, specifically, (1) to build upon a long history of cooperation among development entities and to support ongoing efforts to expand the economic base, to attract and retain businesses and private investment and to provide strong employment opportunities; (2) to recognize the role of appropriate direct public incentives in the region's growth and development; (3) to recognize that some degree of competition is healthy and that the region benefits through the success of its individual localities; and (4) to recognize the economic and social interdependency of the localities in the metropolitan area and the potential for refinement of intraregional competition (including public financial incentives) for the benefit of individual communities; and

WHEREAS, the members of the Alliance will commit to adherence to a protocol for inter-community relations, utilization of a cost-benefit analysis, and adoption of a local development policy which outlines economic development goals; and

WHEREAS, the Council believes in the goals of the Alliance and desires to become a member of the Alliance and to execute the alliance agreement; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Council expresses its intention to become a member of the Kansas City Metropolitan Alliance for Economic Cooperation.

Section 2. That the Mayor is authorized to execute, on behalf of the City, the Kansas City Metropolitan Alliance for Economic Cooperation Agreement, which is approved in substantial form as the exhibit attached to the original of this resolution.
