ORDINANCE NO. 080748

 

Approving the 2008 Consolidated One-Year Action Plan contracts and authorizing the Director of City Development to execute contracts totaling $1,343,060.00 for various agencies responsible for implementing the Action Plan.

 

WHEREAS, Congress and the President signed the Cranston-Gonzalez National Affordable Act on November 28, 1990; and

 

WHEREAS, Title I of the National Affordable Housing Act of 1990, as amended (Title I) requires cities to submit to the United States Department of Housing and Urban Development (HUD) a document which consolidates four entitlement programs into a Five-Year Consolidated Plan; and

 

WHEREAS, Title I requires cities to submit a Five-Year Consolidated Plan inclusive of a One-Year Action Plan, and any amendments to the Five-Year Plan on an annual basis; and

 

WHEREAS, Title I authorizes the Secretary of the HUD to award grants to units of local government, such as the City of Kansas City, Missouri (City), to finance its Community Development and Housing Programs; and

 

WHEREAS, the four grant programs included within the 2008 Consolidated Action Plan are the Community Development Block Grant Program (CDBG), the HOME Investment Partnership Program (HOME), the Emergency Shelter Grant Program (ESG), and the Housing Opportunities for Persons with AIDS Program (HOPWA); and

 

WHEREAS, for 2008, the City submitted a One-Year Action Plan showing housing and community development activities, performance goals and funding amounts from each grant source applicable to the four grant programs pursuant to and in accordance with Title I; and

 

WHEREAS, on March 20, 2008, through Committee Substitute for Resolution No. 080218, the Council approved the Consolidated One-Year Action Plan; and

 

WHEREAS, on June 20, 2008, the local HUD office approved the Citys 2008 One-Year Action Plan; and

 

WHEREAS, the 2008 Consolidated Plan identified the following agencies and the recommended amounts from CDBG and HOME funding:

 

CDBG

DeLaSalle $100,000.00

Ivanhoe Land Maintenance 100,000.00

Harvesters 162,500.00

Sheffield Place 50,000.00

Rose Brooks 48,060.00

Operation Breakthrough 200,000.00

reStart 175,000.00

 

HOME

Westside Housing Organization $200,000.00

Blue Hills 307,500.00

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of City Development, on behalf of the City of Kansas City, Missouri, is hereby authorized to enter into and execute contracts with the above listed agencies from funds previously appropriated to accounts in the Community Development Block Grant Fund, No. 2690 and HOME Grant Fund, No. 2940:

 

09-2690-645311-B Land Maintenance $ 100,000.00

09-2690-645314-B Public Facilities 735,560.00

09-2940-645313-B Housing Services 507,500.00

TOTAL $1,343.060.00

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
