Expressing the Council’s intent to participate in First Lady Michelle Obama’s Let’s Move initiative and directing the Mayor and City Manager to take steps to establish the City of Kansas City Missouri as a Let’s Move City.


WHEREAS, the following data has prompted national concern: (1) childhood obesity epidemic in America is a national health crisis where one in every three children (31.7%) ages 2-19 is overweight or obese; (2) it is predicted that if citizens continue on our current path, in ten years, nearly 50 percent of all Americans will be obese; (3) nearly $150 billion per year is now being spent to treat obesity-related medical conditions; and (4) according to the report entitled A Potential Decline in Life Expectancy in the United States in the 21st Century appearing in The New England Journal of Medicine the current generation may even be on track to have a shorter lifespan than their parents; and


WHEREAS, in response to the report issued to President Barack Obama by the White House Task Force on Childhood Obesity, Solving the Problem of Childhood Obesity Within a Generation, First Lady Michelle Obama launched the Let’s Move! Campaign; and


WHEREAS, the recommendations within the aforementioned report formed the four pillars of the Let’s Move campaign; (1) empowering parents and caregivers; (2) providing healthy food in schools; (3) improving access to healthy, affordable foods; and (4) increasing physical activity; and


WHEREAS, on January 20, 2010 Ms. Obama addressed the U.S. Conference of Mayors and announced a major initiative on childhood obesity that mobilizes the combined resources of the federal government to work with partners across the country to put in place commonsense, innovative solutions that empower families and communities to make healthy decisions for their kids; and


WHEREAS, the Let’s Move Cities and Towns initiative was created to encourage mayors and elected officials to adopt a long-term, sustainable, and holistic approach to fight childhood obesity which recognizes that every city is different and will require a distinct approach to the issue; and


WHEREAS, the City of Kansas City, Missouri has currently implemented the following programs/initiatives which will assist City staff and the public in pursuing a healthier lifestyle: (1) designating $24 million for infrastructure improvements giving priority to neighborhood improvements such as sidewalks and curbs; (2) Fountain of Health Wellness, an internal workforce program which has reduced insurance costs and increased productivity; (3) approval of the KC Trails Plan which among other benefits will be an intricate component to developing a bike-friendly, multi-modal sustainable community; (4) Parks and Recreation department offers a wide variety of activities and continuously builds on programming; (5) a comprehensive Urban Agriculture ordinance designed to allow the production and distribution of fresh, healthy food throughout the city, including in the city’s “food deserts”; and (6) All’s Well, a community advocacy training program which works to empower the participants to become engaged in advocating for issues including hunger and health, that will reduce the impact of poverty on Kansas City communities, and


WHEREAS, Let’s Move Cities leadership will choose at least one significant action to take over the following twelve months in each of the four Let’s Move! pillar areas; NOW, THEREFORE;




Section 1. That the City Manager is directed to prepare an application to the U.S. Department of Health and Human Services seeking the City’s participation in the Let’s Move Cities campaign, and the Mayor is authorized to sign the application for the City.


Section 2. That the City Manager is directed to take necessary and appropriate steps outlined in the Let’s Move! initiative to establish the City of Kansas City, Missouri as a Let’s Move City.
