COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 200176

 

Stating City Council support for improvements to the US 169 Overpass for Segment 10 of the Route 152 Trail; and directing the City Manager to work with the Missouri Department of Transportation to prepare applications for the MoDOT Partnership Development Cost Share Program.

 

WHEREAS, Ordinance No. 140182 directed the City Manager to cause specific projects to be submitted to the Mid-America Regional Council (MARC) as applications for federal Transportation Alternatives Program (TAP) funding; and,

 

WHEREAS, the City received $500,000.00 a TAP Grant for construction of the Segment 10 of the Route 152 Trail which is an overpass of US 169; and

 

WHEREAS, the City has completed the Route 152 Trail from North Amity to the west side of US 169 which has connected the Barry Road and I-29 commercial district, the Line Creek Trail, the YMCA Challenger Park, Pathfinder Elementary and Barry Middle Schools, and numerous residential neighborhoods; and

 

WHEREAS, the City’s matching funds would be provided by the Metro North Crossing Tax Increment Financing Plan and in-district Public Improvement Advisory Committee (PIAC) funds from the 2nd Council District; and

 

WHEREAS, there is no bicycle or pedestrian accommodation across US 169 at Barry Road and the Missouri Department of Transportation has seen an increase in pedestrian fatalities on the urban freeway system created by people crossing freeways generally in areas between commercial districts and MoDOT would consider partnering with the City on projects that provide for safe connections for bicyclists and pedestrians which would reduce the City’s share of the federal match; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Council expresses its support for improvements to the US 169 Overpass for Segment 10 of the Route 152 Trail.

Section 2. That the City Manager is hereby directed to work with the Missouri Department of Transportation to prepare applications for MoDOT Partnership Development Cost Share Program.
