RESOLUTION NO. 100991

 

Authorizing the City Manager to solicit information for the purpose of examining the feasibility and benefits of a long term service agreement for the management of Blue River Wastewater Treatment Plant.

WHEREAS, the management and operation of the Blue River Wastewater Treatment Plant (the “Plant”) or equity stake participation by private operators could provide significant financial benefits to the City of Kansas City, Missouri while retaining City ownership of the Plant; and

WHEREAS, it is the City’s desire to examine certain information relating to the City’s ownership and operation of the Plant for the purpose of determining the feasibility of the management and operation of the Plant which could lead to a proposal from potential vendors regarding the future management and operation of the Plant, and that the review of requests for information shall be an open and inclusive process; and

WHEREAS, any such proposal, as well as any subsequent long term services agreement which would be executed by the City, must include upfront funding for the City and provisions which protect then current City employees, as well as the reinstatement of employees by the City with full seniority in the event such agreement is subsequently terminated; and

WHEREAS, the passage of this resolution is limited to the Blue River Wastewater Treatment Plant and should not be construed as expressing the intent of the City Council as to any other assets of the City; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Council recognizes the necessity of exploring options for the management and operation of the Blue River Wastewater Treatment Plant.

Section 2. That the Council authorizes the City Manager to develop and release a request for information to determine qualifications of potential firms to explore the feasibility of such a transaction.

Section 3. That the City Manager will report the findings from this request for information to the City Council for further consideration within 90 days of passage of this resolution.

Section 4. That should such funds be received by the City, it is the intent of the City Council that the funds be reinvested into the wastewater system of the City.
