COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 180628

 

Recognizing UrbanAmerica, LLC, of Arlington Texas as the successful selection as the City’s development partner to plan and redevelop the City’s 63rd and Prospect site; and giving the City Manager directives that accompany such selection.

 

WHEREAS, the 63rd and Prospect site represents an important opportunity for new development for the Fifth City Council District and for Kansas City as a whole; and

 

WHEREAS, the City Council remains committed to redevelopment of 63rd and Prospect as a successful commercial and residential destination, and supports a private/public partnership effort through use of development incentives and other financing tools; and

 

WHEREAS, the City has requested proposals for construction of high quality retail and residential uses within the City’s 63rd and Prospect development area, and after evaluation of responses, the City has chosen the UrbanAmerica firm for its ability to build a new multi-use project that would be positive for surrounding neighborhoods and a successful new destination in Kansas City’s metropolitan area; and

 

WHEREAS, the Council desires that the City Manager enter into negotiations with UrbanAmerica, Inc., for the phased sale and development of the property, with a resulting development agreement, to be approved by the City Council; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY: 

 

Section 1. That the City Manager is directed to immediately enter into negotiations with UrbanAmerica, LLC, for all aspects of the development program for the 63rd and Prospect property, including market studies, site plans, building designs, land price or lease arrangements, financial structure and guarantees, and any City of Kansas City, Missouri assistance with such negotiations designed to assure that due consideration will be given to a project that provides the highest quality development benefits for community stakeholders throughout Kansas City.

 

Section 2. That the City Manager report back to the City Council the results of said negotiations, with a plan for any agreements and steps to be undertaken for phased development of the 63rd and Prospect development site.

 

Section 3. That the City Manager is directed to examine available monetary or other resources deemed appropriate and proper to execute all necessary aspects of any development agreements approved by City Council.
