ORDINANCE NO. 100239

 

Accepting and approving a one-year grant award in the amount of $3,276,117.00 from the U.S. Department of Health and Human Services, to provide funding for Ryan White Title I services; increasing revenue and appropriations in the amount of $1,622,610.00 in the Ryan White Title I accounts; increasing revenue and appropriations in the amount of $184,913.00 in the Minority AIDS Initiative accounts of the Ryan White Grants Fund; authorizing the Director of Health to spend appropriated funds; and recognizing an emergency.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That a one-year grant award agreement between the City of Kansas City, Missouri, acting through its Director of Health, and the U.S. Department of Health and Human Services, Division of the Health Resources Administration (“HRSA”), acting through its Director of Administration, whereby the U.S. Department of Health and Human Services will provide funding for persons living with HIV/AIDS in the eleven county TGA (“transitional grant area”) for a period beginning March 1, 2010 through February 28, 2011, for an amount not to exceed $3,276,117.00, is hereby accepted and approved. A copy of the award, in substantial form, is attached hereto and made a part hereof by reference.

 

Section 2. That revenue in the following accounts of the Ryan White Grants Fund are hereby increased in the following amounts:

10-2730-500001-479740 Ryan White Title I $1,622,610.00

10-2730-500001-479880 Minority AIDS Initiative 184,913.00

TOTAL $1,807,523.00

Section 3. That the appropriations in the following accounts of the Ryan White Grants Fund are hereby decreased in the following amounts:

10-2730-505003-A Ryan White Title I $ 37,991.00

10-2730-505003-C Ryan White Title I 10,500.00

TOTAL $ 48,491.00

 

Section 4. That the appropriations in the following accounts of the Ryan White Grants Fund are hereby increased in the following amounts:

 

10-2730-505003-B Ryan White Title I $1,671,101.00

10-2730-505019-A Minority AIDS Initiative 3,300.00

10-2730-505019-B Minority AIDS Initiative 181,613.00

TOTAL $1,856,014.00

 

Section 5. That the Director of Health is authorized to expend the sum of $2,844,998.00 from funds appropriated to Account Nos. 10-2730-505003-G50244811 and 10-2730-505019-G50501911 for the aforesaid contract.

 

Section 6. That this ordinance is recognized as an emergency measure within the provisions of Section 503 of the City Charter in that it appropriates money and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
