Approving the Seventeenth Year Community Development Plan; authorizing the submission of the Seventeenth Year Plan application; certifying the application; and referring any appropriation ordinance or program contract to the Plans and Zoning Committee.

WHEREAS, the 93rd Congress enacted Public Law 93-383, August 2, 1973, entitled "Housing and Community Development Act of 1974"; and

WHEREAS, Title I thereof, authorizes the Secretary of Housing and Urban Development to make grants to units of local government, such as the City of Kansas City, Missouri, to help finance its Community Development Programs; and

WHEREAS, on February 21, 1975, the Council of Kansas City authorized the Mayor to submit the City's First Year Community Development Plan; and

WHEREAS, annually thereafter from 1976 through 1990, the Council of Kansas City authorized the Mayor to submit the City Community Development Plan Second Year through Sixteenth Year; and

WHEREAS, the City of Kansas City, Missouri, intends to file an application for the Seventeenth Year of the Community Development Block Grant Program pursuant to and in accordance with Title I of the Housing and Community Development Act of 1974, as amended, and appropriate administrative rules and regulations promulgated and adopted under such act; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section A. That the Seventeenth Year Community Development Plan prepared pursuant to the Housing and Community Development Act of 1974, as amended, a copy of which is attached hereto, is hereby approved.

Section B. That the Mayor is authorized to execute and submit on behalf of the City of Kansas City the aforesaid application.

Section C. That the Council hereby certifies that said application has been prepared and submitted to the Department of Housing and Urban Development pursuant to and in accordance with the Department's rules and regulations including, but not limited to, Section 570.301 through and including 570.306 of the Code of Federal Regulations.

Section D. That any appropriation ordinance or program contract including Housing and Community Development funds, received pursuant to this application, shall be referred to the Plans and Zoning Committee for review prior to adoption or execution of such ordinance or contract.
