ORDINANCE NO. 100314

 

Authorizing the Director of Public Works to execute Contract Amendment No. 2 in the amount of $200,000.00 with HDR Engineering, Inc. for Design Professional Services; reducing and appropriating funds totaling $200,000.00 in the General Fund; and designating requisitioning authority.

 

WHEREAS, Ordinance No. 080066, passed January 31, 2008, authorized an Agreement with HDR for a major street plan for the City of Kansas City, in Clay, Jackson, and Platte Counties; and

 

WHEREAS, Ordinance No. 090610, passed July 30, 2009, authorized a First Amendment in the amount of $749,500 for a total of $1,236,920.00 for major street plans and a Citywide traffic models for transportation planning; and

 

WHEREAS, Committee Substitute for Resolution No. 100049, adopted March 11, 2010, approved the Greater Downtown Area Plan, as amended, as a guide for the future development, redevelopment and public investment within the area bounded generally by the city limits of North Kansas City on the north, the state line on the west, 31st Street on the south and Woodland Avenue on the east; and amended the Garfield-Independence Plaza Area Plan, the Downtown East Area Plan, the Santa Fe Area Plan, the Main Street Corridor Land Use and Development Plan, and the Washington Wheatley/Wendell Phillips/Downtown East Neighborhood Planning Study by deleting the portion of these plans covered by the Greater Downtown Area Plan; and repealed and replaced the Beacon Hill/Longfellow Area Plan, the Central Industrial District Area Plan, the Columbus Park Area Plan, the Downtown Industrial Area Plan, the Downtown Land Use and Development Plan, the Market Square Area Plan, and the Westside Area Plan; and

 

WHEREAS, Committee Substitute for Resolution No. 100050, adopted March 11, 2010, directed the City Manager of Kansas City, Missouri and pledged the City Council of Kansas City, Missouri to assist the Greater Downtown Area Plan Implementation Committee in activities related to the recommendations of the Greater Downtown Area Plan for an area generally bounded by the City of North Kansas City on the north, 31st Street on the south, Woodland Avenue on the east and State Line Road on the west; and

 

WHEREAS, the Greater Downtown Area Plan listed recommendations toward reducing the amount of surface parking and creating a more efficient parking system in the downtown area by reducing demand for surface lots, working with the Downtown Council to implement a parking management strategy, establishing a parking management district, conducting a street parking inventory and policy that distinguishes between types of uses, encouraging convenience for visitors and people attending after hours activities and events, encouraging consolidation of lots into structured parking at the periphery of activity centers, standardizing parking symbols on all public and private lots, encouraging Transit-Oriented Development (TOD), reconfiguring street parking per the 22nd Street Replacement and Crosstown Circle Plan and Old Film Row Plan; and

 


WHEREAS, the Greater Downtown Area Plan listed recommendations designed to achieve the goals of managing congestion and mitigating traffic impacts by preserving the grid system in the downtown area, converting many of the one-way streets to two-way operation, continuing improvement of traffic signal communications, coordination and timing, and traffic signal removals contemplated in the CBD Traffic Circulation Study, accommodating trucks on downtown streets by designing certain streets to identified truck routes to reduce commercial truck traffic through neighborhoods, and to integrate downtown transportation systems with regional transportation planning; and

 

WHEREAS, the City would like to begin the implementation phase of the Greater Downtown Area Plan by expanding the Major Street Plan to include Downtown transit and street planning; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of Public Works is hereby authorized to execute an Amendment No. 2 for Contract No. CS100022 in the amount of $200,000.00 with HDR Engineering, Inc. for Design Professional Services relating to a Downtown Street Plan and traffic model for transportation planning.

 

Section 2. That $200,000.00 is reduced from the following account in the General Fund:

 

10-1000-891310-B Transportation Planning $200,000.00

 

Section 3. That the sum of $200.000.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund to the following account in the General Fund:

 

10-1000-898017-B-89020155 Downtown Transit and Street Planning $200,000.00

 

Section 4. That the Director of Public Works is hereby designated as requisitioning authority on Account No. 10-1000-898017.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
