RESOLUTION NO. 050448

 

Declaring April 15, 2005, KC CASH and Volunteer Income Tax Assistance Day.

 

WHEREAS, almost 21 million low and moderate income American families received more than 36 billion dollars in tax refunds through the Earned Income Tax Credit (EITC) in 2003; and

 

WHEREAS, economists estimate that every increased dollar received by low and moderate income families has a multiplier effect of between 1.5 and 2 times the original amount in terms of its impact on the local economy and how much money is spent in and around communities where these families live; and

 

WHEREAS, two out of every three EITC recipients paid between $100 and $150 (a total of over $14 billion) for income tax return preparation assistance; and

 

WHEREAS, research by the General Accounting Office indicates that between 15% and 25% of households entitled to the EITC forego the benefit by failing to claim it; and

 

WHEREAS, the Volunteer Income Tax Assistance (VITA) program has been established to step into the breach by providing income tax return preparation assistance without charge to low and moderate income families; and

 

WHEREAS, the KC CASH (Creating Assets Savings & Hope) Coalition coordinates the VITA income tax preparation and financial literacy activities in the Greater Kansas City Metropolitan Area; and

 

WHEREAS, volunteers in the KC CASH Coalition prepared 2,444 income tax returns in 2004 for tax year 2003 from nine metro-wide locations which generated a total of over $2.4 million in tax refunds of which over $1.1 million was attributable to the EITC and KC CASH volunteers expect to exceed these numbers in 2005 for tax year 2004; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and Council hereby declare April 15, 2005, KC CASH and Volunteer Income Tax Assistance Day; and

 

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to the KC CASH Coalition with the appreciation of the Mayor, Council and citizens of Kansas City for the many volunteers who participated in income tax preparation and urge all eligible citizens to claim all tax refunds to which they are entitled, including the EITC.
