ORDINANCE NO. 100190

 

Amending Chapter 2, Code of Ordinances, by repealing Section 2-1756, Reserved, and enacting in lieu thereof a new section entitled Reverse Auction, authorizing the Manager of Procurement Services to purchase goods, supplies, materials, equipment and services using an electronic purchasing process.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That Chapter 2, Code of Ordinances, is hereby amended by repealing Section 2-1756. Reserved, and enacting in lieu thereof a new section of like number with new subject matter, to read as follows:

 

Sec. 2-1756. Reverse Auction.

 

(a)    The Manager of Procurement Services is authorized to purchase goods, supplies, materials, equipment and services using an electronic reverse auction purchasing process in which vendors bid to provide the goods, supplies, materials, equipment, and services or any combination thereof, at the lowest selling price in an open and interactive environment. The City shall award a contract to the bidder that submits the lowest and best bid. The City shall have the right to reject any and all bids.

 

(b)   The Manager of Procurement Services may not use the reverse auction process of Section 2-1756(a) to contract for construction projects, facility repair projects, non-municipal services, professional services, concessions, architect, engineering and land surveying services.
