ORDINANCE NO. 081048

 

Reducing the Contingent Appropriation in the General Fund by $75,000.00; transferring and appropriating $75,000.00 in the Motor Fuel Tax Fund to pay for street lighting repairs on City parkways; and authorizing an amendment to the current contract with Custom Lighting Services, Inc. in the amount of $75,000.00.

WHEREAS, the City currently owns and maintains approximately 90,000 streetlights on City streets, boulevards, and parkways throughout the City; and

WHEREAS, approximately 1,000 streetlights recently constructed or under construction by Parks and Recreation Department on parkways and boulevards in Kansas City North have not been previously accepted into the City system and are not being lighted or maintained by the City; and

WHEREAS, these lights are located along Shoal Creek Parkway, Maple Woods Parkway, Searcy Creek Parkway, and other Parks roads; and

WHEREAS, the necessary repairs to the existing lights on the completed sections of Maple Woods Parkway and Shoal Creek Parkway is estimated at $58,000.00 on a one-time basis to address all substandard conditions, with an additional $17,000.00 to be provided for future repairs through April 30, 2009; and

WHEREAS, these new lights on the parkway system will require a more expensive annual maintenance cost than other streetlights in the system which is estimated at approximately $50,000.00 per year beginning in FY 2009-10; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the appropriation in the following account of the General Fund is reduced by the following amount:

 09-1000-179990-B Contingent Appropriation $75,000.00

  Section 2. That the sum of $75,000.00 is appropriated from the Unappropriated Fund Balance of the General Fund to the following account:

09-1000-129998-X Transfer to Motor Fuel Tax Fund $75,000.00

Section 3. That the revenue in the following account in the Motor Fuel Tax Fund is estimated in the following additional amount:

 09-2060-120000-501000 Transfer from General Fund $75,000.00

Section 4. That the sum of $75,000.00 is appropriated from the Unappropriated Fund Balance of the Motor Fuel Tax Fund to the following account:

09-2060-892200-B Street Lighting $75,000.00

Section 5. That the Director of Public Works is authorized to amend a current contract with Custom Lighting Services as authorized by Ordinance No. 080356 by up to $75,000.00 for a maximum total of  $4,020,995.00 for the year ending April 30, 2009.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
