RESOLUTION NO. 050583

 

Recognizing City Auditor Mark Funkhouser, Ph.D., for receiving the U.S. Department of Housing and Urban Development Inspector General Service Award.

 

WHEREAS, this honor recognizes Mark Funkhouser and the City Auditor's Office staff for their assistance and cooperation in conducting joint audits with HUD's Inspector General Office that focused on improving the City's housing programs and policies; and

 

WHEREAS, Dr. Funkhouser is a strong supporter of joint audits and credits Ronald J. Hosking, HUD Regional Inspector General for Audit, as the originator of the idea to complete the first City of Kansas City/HUD Inspector General joint audit entitled Kansas City Needs A Housing Policy in April 2000; and

 

WHEREAS, through this joint audit and subsequent audits have been a significant catalyst for recent efforts to improve the effectiveness of the City's housing-related activities; and

 

WHEREAS, in November 2001, the Mayor and City Council approved Resolution No. 011428 that adopted Housing Policy Goals to be the City's Housing Policy which mandated through policy goals and guiding principles that the City of Kansas City, Missouri and its housing partners shall promote and direct investments in Kansas City's housing for all income levels; and

 

WHEREAS, in March 2005, the Mayor and City Council approved Resolution No. 050139 that adopts the recommendations and proposed governance structure to improve the delivery of City housing services contained in the Neighborhood Based Housing Strategy in Kansas City report and designed to integrate housing and neighborhood revitalization into the City's overall service delivery system; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Mayor and Council hereby recognize City Auditor Mark Funkhouser, Ph.D., for receiving the U.S. Department of Housing and Urban Development Inspector General Service Award; and

 

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to Mark Funkhouser with the appreciation of the Mayor, Council and citizens of Kansas City for his knowledge and expertise and those of his staff, combined with the expertise and work of HUD's Inspector General Office which has culminated in a series of reports that have been a fulcrum to accomplish our shared goal for Kansas City to become a city in which all residents live in decent homes, in clean and safe neighborhoods, with well-paying jobs.
