COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 200341

 

Directing the City Manager to create a policy requiring the inclusion and evaluation of key performance indicators in City contracts.

 

WHEREAS, the City enters into many agreements with contractors to provide needed services; and

 

WHEREAS, many of these agreements are renewed on an annual or semi-regular basis; and

 

WHEREAS, key performance indicators (“KPI” or “KPIs”) can be used to assess the performance of contractors, particularly in instances where efficiency, reliability, timeliness, or customer service is critical; and

 

WHEREAS, these KPIs should be connected to the City’s business plan and budget; and

 

WHEREAS, a record of contractor performance on KPIs will be useful for assessing contractor performance and making future decisions about the award, scope, or renewal of contracts; and

 

WHEREAS, given the current financial challenges faced by the City, KPIs can help save taxpayer dollars and create greater accountability for all contract awards; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is directed to create a policy requiring the inclusion and evaluation of KPI in City contracts and that the KPIs should connect to the City’s business plan and budget.

 

Section 2. That the policy required by Section 1 shall mandate that a copy of all contracts with KPI shall be provided to DataKC to provide for tracking, analysis, and to aid in the assessment of the performance of contractors and DataKC should present to the City Council contractors’ performances on the KPIs included in their City contracts.

 

Section 3. That the City Manager shall take past performance relative to established KPI into account when awarding and making contracting decisions.
