COMMITTEE SUBSTITUTE
FOR RESOLUTION NO. 120600
Directing
the City Manager to do a fiscal analysis of the potential imposition of a 2%
tax on the gross revenue of billboards.
WHEREAS,
Section 71.288 of the Missouri Statutes allows cities to levy a 2% business tax
on the gross annual revenue of billboards; and
WHEREAS,
if the City levies such a tax, the proceeds could be used for the enforcement
of the billboard restrictions, for the removal of billboards when necessary for
public improvements, or for other City needs; NOW, THEREFORE,
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That
the City manager is directed to do a fiscal analysis of the potential
imposition of a 2% tax on the gross revenue of billboards, as allowed by
Missouri Statute, 71.288, and report back to the Planning, Zoning and Economic
Development Committee within 90 days. The analysis should include projected
revenue from the tax, enforcement staff costs that could be funded by the tax,
and alternatives for the use of the projected revenue stream.
