ORDINANCE NO. 080981

 

Accepting and approving a three-year $290,372.00 contract with Children's Mercy Hospital to provide funding for the removal of environmental health hazards in low income households of children with asthma; establishing revenue in the amount of $145,186.00 and appropriating it to the Healthy Homes account in the Governmental Grants Fund; designating the Director of Health as requisitioning authority; and recognizing an emergency.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

WHEREAS, the Kansas City, Missouri Health Department has staff trained in addressing childrens environmental hazards and is committed in protecting the health of every citizen of Kansas City, Missouri; and

 

WHEREAS, Childrens Mercy Hospital needs qualified staff for their Healthy Homes Demonstration Project to evaluate and remove environmental hazards effecting children; and

 

WHEREAS, both parties are committed to alleviating childhood illnesses through education and prevention; NOW, THEREFORE,

 

Section 1. That an agreement between the City of Kansas City, Missouri, acting through its Director of Health, and the Childrens Mercy Hospital, acting through its Executive Director, whereby Childrens Mercy will provide funding for the removal of environmental hazards in low income households of children with asthma for the period beginning January 1, 2008 through September 30, 2010, for an amount not to exceed $290,372.00, is hereby accepted and approved. A copy of the contract, in substantial form, is attached.

 

Section 2. That the revenue in the following account of the Governmental Grants Funds is hereby established in the following amount:

 

09-2480-500001-476295 Healthy Homes $145,186.00

 

Section 3. That the sum of $145,186.00 is hereby appropriated from the Unappropriated Fund Balance to the following account in the Governmental Grants Fund:

 

09-2480-505022-A Healthy Homes $ 78,031.00

09-2480-505022-B Healthy Homes 56,780.00

09-2480-505022-C Healthy Homes 10,375.00

$145,186.00


Section 4. That the Director of Health is designated as requisitioning authority for Account No. 09-2480-505022 for the aforesaid contract and is authorized to expend the sum of $145,186.00 from funds heretofore appropriated to the account.

 

Section 5. That this ordinance is recognized as an emergency measure within the provisions of Section 503 of the City Charter in that it appropriates money, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
