COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 080831

 

Expressing the intent of the City Council to reallocate funds in the General Fund toward Neighborhood Capacity Building, holding the current Minor Home Repair budget harmless by reallocating unspent prior-year CDBG funds to Minor Home Repair, and directing the City Manager to develop a request for proposal process that would allocate General Fund dollars for important neighborhood revitalization efforts.

 

WHEREAS, the City Council by recent action is interested in maintaining and building the strength of its neighborhood based community development corporations and other neighborhood agencies; and

WHEREAS, these community groups provide important functions such as crime prevention, economic development, graffiti removal, property code enforcement, and neighborhood leadership development that do not lend themselves to ongoing financial support from community development block grant funds received by the City; and

WHEREAS, using other non-federal funds to provide new and ongoing support to organizations in the City allows the City to broaden its outreach efforts and assist those organizations that are providing the greatest value to City residents; and

WHEREAS, the current FY 2008-09 budget includes a $1 million allocation for minor home repair from City General Funds for total funding of $2.7 million in FY 2008-09; and

WHEREAS, unspent CDBG dollars remain from prior-year that could again be reallocated to Minor Home Repair efforts so that the total minor home repair funding remains constant; NOW, THEREFORE;

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the City Council hereby expresses its intent to reallocate General Fund dollars originally budgeted in FY 2008-09 for minor home repair to neighborhood capacity building efforts.

Section 2. That the City Council hereby expresses its intent to replace General Fund dollars originally budgeted for minor home repair in FY 2008-09 with unspent prior-year CDBG dollars so that total funding for minor home repair remains at $2.7 million in this fiscal year.

Section 3. That the City Council hereby directs the City Manager and the Neighborhood and Community Services Department to develop and solicit request for proposals within 30 days with identified categories of need and expected deliverables to the City based on the categories of crime prevention, economic development, graffiti removal, property code enforcement, and neighborhood leadership development and other public services so that all interested neighborhood based organizations can respond and the best proposals rewarded.
