COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 080816

 

Directing the City Manager to perform various tasks to enhance communications, training and cooperation between the Kansas City Police Department and the Airport Police, to perform a safety assessment of City airport operations and to report back to the City Council.

 

WHEREAS, the Kansas City, Missouri Board of Police Commissioners manages and controls the Kansas City Police Department (KCPD) which has the duty and responsibility to provide law enforcement within the boundaries of the City; and

 

WHEREAS, the Kansas City, Missouri Aviation Department Airport Police (Airport Police) have the duty and responsibility to provide security and law enforcement within the boundaries of Kansas City International Airport; and

 

WHEREAS, the City Council recognizes the importance of airport security for its residents and visitors; and

 

WHEREAS, the City Council desires to enhance communication, training and cooperation between the KCPD and the Airport Police; and

 

WHEREAS, it is the Councils intent that pre-certification and post-certification training for the Airport Police be obtained through the Kansas City, Missouri Regional Police Academy unless capacity or scheduling issues require otherwise; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager in consultation, communication and cooperation with the Chief of Police of the KCPD is directed to:

 

a. develop procedures to assure that the KCPD Commander of the North Patrol is in the line of communication with regard to law enforcement activity and security issues, incidents and other related matters at the Citys airports;

 

b. develop a system to provide timely information and reports to KCPD concerning law enforcement activity and security issues, incidents and other related matters at the Citys airports;

 

c. continue the policy of all Airport Police reports being open and accessible to the KCPD when requested;

 

d. develop additional training exercises, information sessions and meetings, including participation in the annual tabletop security exercises, between the Airport Police and KCPD to enhance law enforcement coordination, procedures and security at the Citys airports;

e. perform an assessment of security operations at the Citys airports in consultation, communication and cooperation with the Chief of Police of the KCPD;

 

f. obtain pre-certification and post-certification training for Airport Police officers through the Kansas City, Missouri Regional Police Academy unless the Airport Police determine that timely training at the Police Academy is unavailable to meet their scheduling or employment needs; and

 

g. submit a report to the City Council within six months outlining the plans developed to accomplish the tasks set forth in this resolution.
