ORDINANCE NO. 120269

 

Amending Chapter 2, Article VI, Division 11, Code of Ordinances, by repealing and reenacting Sections 2-955 through 2-961 for the purpose of updating the manner in which the mayor’s committee for people with disabilities operates.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That Chapter 2, Code of Ordinances of the City of Kansas City, Missouri, is hereby amended by repealing Sections 2-955 through 2-961, and enacting in lieu thereof new sections of like number and subject matter, to read as follows:

 

Sec. 2-955. Establishment; purpose.

 

There shall be a mayor’s committee for people with disabilities to function as an advisory body to the mayor, city council and department heads on affairs concerning people with disabilities.

 

Sec. 2-956.  Advisory functions.

 

It shall be the function of the Committee to:

 

(a) Assist the City in identifying and responding to the needs of citizens with disabilities as they relate to the City’s programs and activities;

 

(b) Advise and request support from the mayor, city council and department heads concerning activities, programs and projects relating to citizens with disabilities;

 

(c) Provide technical assistance to the various departments of the City in developing and implementing plans to comply with local, state and federal legislation affecting citizens with disabilities;

 

(d) Recommend the improvement of the coordination of community and governmental services for citizens with disabilities;

 

(e) Request or prepare plans and reports as needed;

 

(f) Advocate that persons, regardless of their disability, have access to all City programs and facilities.

 


Sec. 2-957. Membership; qualifications of members; term of office.

 

(a) The Mayor’s Committee for People with Disabilities shall consist of 15 members appointed by the Mayor. The Mayor shall consider nominees recommended by the Mayor’s Committee for People with Disabilities but he or she is not required to appoint such persons. Of initial appointments, seven (7) members shall be appointed for terms of one (1) year, and the remaining eight (8) members shall be appointed for a term of two (2) years. Thereafter all members shall be appointed for a term of two (2) years. All members shall serve without compensation.

 

(b) The committee shall select its officers with the exception of the chairperson, which shall be selected by the mayor.

 

(c) Each member appointed after the effective date of this ordinance must be a resident of the City or work in the City.

 

(d) The following are ineligible for appointment to the Committee:

(1) Members of the City Council;

 

(2) Employees of the City.

 

Sec. 2-958.  Meetings.

 

(a)    The chairperson shall call for meetings at least six (6) times a year.

 

(b) A quorum shall consist of a majority of seated members.

 

Sec. 2-959.  Chairperson; committees.

 

(a) The chairperson shall be selected by the mayor. The chairperson shall preside over all committee meetings and create such subcommittees as are deemed necessary. In the event of the absence of the chairperson, the vice-chairperson selected by the committee shall serve as chairperson.

 

(b) Subcommittees may address issues of accessibility, legislative concerns, public awareness, services to a variety of persons with disabilities and any other issues of importance that may present them from time to time to advocate that persons with disabilities are afforded full and equal treatment enjoyed by all citizens of the City. The chairperson shall appoint members to subcommittees.

 

Sec. 2-960. Removal of members.

 

(a) A member may be removed by the Mayor for cause.

 

(b) Upon the recommendation of a majority of the committee to the mayor, a member may be removed by the mayor for two consecutive absences or four combined absences from meetings in a one-year period.

 

Sec. 2-961. Staff.

 

The mayor’s office shall provide appropriate staff assistance for the committee.
