RESOLUTION NO. 130439

 

Expressing the Mayor and City Council’s support for the Human Rights Campaign’s important work and expressing the City’s commitment to the active participation and progress towards a perfect score on the Municipal Equality Index.

 

WHEREAS, the Human Rights Campaign (HRC), founded in 1980, has become the largest civil rights organization working to achieve equality for lesbian, gay, bisexual and transgender (LGBT) Americans; and

WHEREAS, HRC advocates for the rights of LGBT people in the areas of hate crimes, federal and state legislation, coming out, marriage equality, and workplace issues; and

 

WHEREAS, Kansas City is host to an HRC chapter that works diligently for the benefit of LGBT citizens by promoting educational opportunities, hosting multiple social events and awards ceremonies including the Corporate Equality Celebration, and by supporting likeminded political candidates, locally, statewide and nationally; and

 

WHEREAS, in 2012 HRC announced the Municipal Equality Index (MEI) which is the first nationwide evaluation of municipal laws affecting the LGBT community and examines the laws, policies, and services of municipalities from every state in the country and rates them on the basis of their inclusivity of LGBT people who live and work in those cities; and

 

WHEREAS, in its inaugural year, Kansas City was selected to participate and scored 85 out of a 100; and

 

WHEREAS, Kansas City has a progressive history of inclusivity towards the LGBT population that includes non-discrimination protections enacted in 1993 and updated in 2008 that include gender identity, a domestic partner registry, and health and other benefits for domestic partners; and

 

WHEREAS, in the past year Chief Forte of the Kansas City Police Department appointed a liaison to address the needs of the LGBT population; and

 

WHEREAS, some of the most LGBT-friendly policies in the country have been innovated and implemented at the municipal level and we are leaders of a city that strives to be a welcoming and safe place for all citizens; and

 

WHEREAS, HRC has provided Kansas City with a road map of goals that will positively impact the lives of our LGBT employees and citizens; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Mayor and City Council hereby express their support for the Human Rights Campaign’s important work and express their commitment to the active participation and progress towards a perfect score on the Municipal Equality Index.

 

Section 2. That the City further encourages state and other local governments along with the Federal Government to equally commit themselves to LGBT equality as reflected by the index;
