COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 100531

 

Directing the City Manager to review the City’s Code of Ethics, apply as appropriate the principles of the International City/County Management Association's Code of Ethics and other codes of ethics to the Mayor and City Council, Boards and Commissions, and all City staff, and recommend any appropriate revisions to the Code of Ethics to the City Council no later than November 1, 2010.

 

WHEREAS, the City’s Code of Ethics was first enacted in 1964 and has not been comprehensively reviewed since the 1990’s; and

 

WHEREAS, the City of Kansas City employs approximately 4500 employees; and

 

WHEREAS, the International City/County Management Association (ICMA) is comprised of more than 9,000 members dedicated to the professional management of local government; and

 

WHEREAS, the ICMA developed a Code of Ethics to “merit the trust of the public, elected officials, and staff they serve”; and

 

WHEREAS, only 16 percent of citizens were satisfied with how ethically the City conducts business, according to the City Auditor’s Fiscal Year 2010 Fourth Quarter Citizen Satisfaction Survey, and 51 percent were dissatisfied; and

 

WHEREAS, satisfaction on this question has declined since FY 2008; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is hereby directed to review and recommend any appropriate revisions to the City’s Code of Ethics, applying the ethical principles of other municipalities, other model codes, and the International City/County Management Association’s Code of Ethics.

 

Section 2. Such review shall consider, as appropriate, ethical guidelines as they relate to the Mayor and City Council, Boards and Commissions, and all City managerial and non-managerial employees. Such review shall be done with the understanding that these different roles may require unique ethical considerations.

 

Section 3. Such review shall include appropriate involvement of the community and affected parties.

 

Section 4. The City Manager shall recommend any appropriate revisions to the Code of Ethics to the City Council no later than November 1, 2010.
