RESOLUTION NO. 951551
Establishing the Community Infrastructure Committee for
the purpose of investigating and identifying the City's infrastructure needs.
WHEREAS, significant infrastructure deficits have
been identified and reported in recent years by various groups including the
City Council, City staff, and the Greater Kansas City Chamber of Commerce; and
WHEREAS, the Citizen's Budget Review Commission and
the City Manager have recommended that the City significantly increase its
annual appropriations for capital improvements; and
WHEREAS, the City Auditor has recommended that the
City make improvements to its annual capital budget and long-term
infrastructure planning practices; and
WHEREAS, the City Manager's Infrastructure
Performance Team produced a base line report on the City's capital improvement
and infrastructure maintenance planning and funding practices that indicated
specific areas where improvements could be made; and
WHEREAS, the City Council previously adopted
Resolution No. 950480 directing the City Manager to develop a comprehensive
infrastructure plan and to report to the City Council a proposed process on how
such a plan would be developed and how that process would involve the
participation of staff, citizens, and councilmembers and how that process would
relate to the FOCUS Kansas City project; and
WHEREAS, the City Manager has reported to the City
Council on a recommended process for producing the comprehensive infrastructure
plan; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That a thirty member Community
Infrastructure Committee is hereby created for the purpose of investigating and
identifying the City's infrastructure needs, assessing the condition of
existing capital assets, establishing goals to guide the development of the
annual capital budget and long-term capital improvement plans, developing
policies and criteria for prioritizing infrastructure and deferred maintenance
needs, identifying options for addressing and funding those priority needs,
assessing the City's current infrastructure planning practices and comparing
them to "best practices", and developing long-term strategies aimed
at resolving the City's capital improvement and deferred maintenance needs:
1. The Committee's work shall be led by two
co-chairs appointed by the Mayor,
one representing the business community and the
other the City's neighborhoods.
2. Half of the remaining membership of the
Committee shall be appointed by
the Mayor and City Council with the Mayor and each
Councilmember making one appointment each. The Committee co-chairs will
appoint the remainder of the Committee membership.
3. Committee membership shall include
representation from the PIAC, City Plan
Commission, all City Council districts, regional
chambers of commerce as well as the Greater Kansas City Chamber of
Commerce, and infrastructure reliant business. In addition, Committee
membership shall reflect reasonably proportional geographic representation.
4. In addition to regular Committee
membership, the Committee may appoint
special assistants and additional members to
specific sub-committees.
5. The City staff shall provide support and
professional and technical assistance
to the Committee.
Section 2. That the Community Infrastructure
Committee shall serve as a special sub-committee of the FOCUS City-Wide
Physical Framework Work Team and shall integrate its work with other related
efforts being conducted by the City.
Section 3. That the Committee's work shall be
divided into short-term and long-term elements with the short-term element
directed toward improvement to be undertaken over the next two years with
special emphasis placed on dealing with the City's deferred maintenance
backlog, and the long-term element directed at the development of a long-term comprehensive
infrastructure plan and a framework for the development of subsequent long-term
plans.
Section 4. That the Committee shall regularly
report to the City Council on its progress; shall submit to the City Council
all recommendations for the Council's review, adoption, or amendment; and shall
periodically meet with the Council in work sessions to deal with particular
issues of policy, procedure or priority.
Section 5. That the Committee will solicit input
from the citizens of Kansas City through surveys, public hearings, and other
means and will also provide regular feedback to the community regarding the
findings and work of the Committee.
