ORDINANCE NO. 100490
Approving an amendment to the Downtown Streetscape Master
Plan, that is the guide for the future design and implementation of streetscape
enhancements in an area generally described as I-35 on the north and west,
I-670 on the south and I-70 on the east and an area bounded by I-670 on the
north, 17th Street on the south, Baltimore Street on east and Broadway
Boulevard on the west.
WHEREAS, the
Downtown Streetscape Master Plan was approved by the City Council in Resolution
No. 050887 on August 25, 2005; and
WHEREAS, the
first amendment to the Downtown Streetscape Master Plan, which involved the
addition of a future streetscape map, was approved by the Council by Ordinance
No. 061347 on January 17, 2007; and
WHEREAS, the
second amendment to the Downtown Streetscape Master Plan, which involved the
removal of an area on Baltimore Street from Truman Road to 17th Street, by
designating 17th Street as a Primary Street: Pedestrian Priority Street, by adding
Central Street and Wyandotte Street between 17th and 18th Street to the plan
area and designating them as Secondary Streets: Support Streets, and changing
the designation of Wyandotte Street from Downtown Streetscape to Library
District Streetscape in an area approximately 200 feet south of 10th Street;
was approved by the City Council by Ordinance No. 090554 on July 23, 2009; and
WHEREAS,
because of a recommendation by the City Forester, it has become necessary and
desirable to make certain modifications to the street tree matrix; and
WHEREAS, legal
notice of the public hearing before the City Plan Commission was published in
conformity with state and local laws; and
WHEREAS, the
City Plan Commission did hold public hearings and did recommend approval on May
18, 2010, of this third amendment to the Downtown Streetscape Plan; NOW,
THEREFORE,
BE IT ORDAINED BY
THE COUNCIL OF KANSAS CITY:
Section
A. That the third amendment to the Downtown Streetscape Master Plan be and the
same is hereby adopted and approved by the City Council as the guide for the future design and implementation of
streetscape enhancements of the area described therein. A copy of the plan
is on file in the office of the City Clerk with this ordinance and incorporated
herein by reference.

B. That the third amendment to the Downtown Streetscape Master Plan includes
the following changes to the street tree matrix:

Section C. That
the Council finds and declares that before taking any action on the proposed
amendment hereinabove, all public notices and hearings required by law have
been given and had.
