RESOLUTION NO. 160743
In memory of Charles Shangler who
passed away September 17, 2016.
WHEREAS, Charles
Shangler was born in Brooklyn, New York, in 1923, the son of immigrant parents,
and was valedictorian at Park College in Parkville, Missouri; and
WHEREAS, Charles
Shangler enlisted in the U.S. Marine Corps where he served in the infantry
until the end of World War II, after returning to Kansas City he married Kay
Bisceglia and graduated from the Kansas University law school with
honors, and established a successful law practice serving the needs of the
citizens in Northeast Kansas City, many of whom could not pay for his services;
and
WHEREAS, Charles
Shangler was appointed First Judge of Division 15 of the Circuit Court of
Jackson County, Missouri in October 1965, and then on January 4, 1969, as Judge
of the Missouri Court of Appeals, Western District, where he served with
distinction until his mandatory retirement upon reaching age 70 in 1993; and
WHEREAS, after
retirement Charles Shangler continued to serve the people of Kansas City and
Missouri, by serving as Director of the Northeast Community Center, where he
also founded the Scuola Vita Nuova (“School of New Life”) charter school, which
has since doubled in size while becoming one of the top ten charter schools in
Missouri; and
WHEREAS, at age 90,
Charles Shangler helped create an intensive music education program at the
Northeast Community Center in collaboration with the Harmony Project which
has, in affiliation with the Kansas City Symphony, developed a music program
serving children from 22 schools, promoting the healthy development of children
through music; and
WHEREAS, after a
lifetime of service to others, the Honorable Charles Shangler passed away on
September 17, 2016; NOW, THEREFORE,
BE IT RESOLVED BY THE
COUNCIL OF KANSAS CITY:
That the Mayor and
Council hereby express their sorrow on the death of Charles Shangler; and
BE IT FURTHER
RESOLVED that this Resolution be spread upon the Minutes of the Council in
testimony thereof and that a copy hereof be presented to the family of Charles
Shangler in token of the genuine esteem and respect in which he was held and in
token of the sincere sympathy hereby extended to the bereaved.
