RESOLUTION NO. 080772

Directing the City Manager to develop a funding and implementation plan to mow all privately-owned lots in the City Mowing Services Weed Control Program this mowing season and one additional time this mowing season and to report such plan to the Public Safety and Neighborhoods Committee on August 6, 2008.

WHEREAS, the Parks and Recreation Department administers the mowing of tall grasses and weeds on privately-owned lots through its Weed Control Program; and

WHEREAS, the removal of such weeds and grasses is critical for public safety and health concerns through the decrease of crime and number of rodents and pests; and

WHEREAS, such removal also contributes to the overall aesthetic appeal through the removal of blight and nuisances; and

WHEREAS, the removal of tall weeds and grass is imperative during the summer months which are the prime growth season of weeds and grass; and

WHEREAS, several Councilpersons have heard numerous citizen complaints and requests for more mowing of certain lots by the City; and

WHEREAS, the Public Safety and Neighborhoods Committee heard testimony from the Weed Control Program on June 25, 2008 stating that the current budget allows for only one mowing of approximately one-third of privately-owned lots this mowing season; and

WHEREAS, the Council believes that all lots should be mowed this mowing season and should be mowed one additional time during this mowing season to contribute to a better Kansas City in terms of public safety, health and aesthetics; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1.  That the City Manager is hereby directed to develop a funding and implementation plan to mow all privately-owned lots in the City Mowing Services Weed Control Program this mowing season and one additional time this mowing season.

Section 2. That the City Manager is hereby directed to report such plan to the Public Safety and Neighborhoods Committee on August 6, 2008.
