RESOLUTION NO. 050928

Recognizing U.S. Department of Housing and Urban Development Loan Executive E. Terry Gratz for commendable service to the City of Kansas City, Missouri.

WHEREAS, this honor recognizes E. Terry Gratz for his assistance in evaluating City housing programs and developing an effective housing strategy for Kansas Citys future; and

WHEREAS, in February 2004 , Mr. Gratz began his service to the City of Kansas City with the support and assistance of U.S. Senator Kit Bond, Fannie Mae Kansas City Partnership Office, and HUD Office of Public Housing and Indian Affairs; and

WHEREAS, Mr. Gratzs unique combination of City government and HUD experience has been invaluable in assisting City Manager Wayne A. Cauthen, City Housing Administrator Stacia L. Johnson and the City Council in streamlining and updating the governance structure for the delivery of City housing services, implementing the recommendations highlighted in the HUD Inspector General and City Auditor reports, and providing technical assistance and support for a citizen task force and City work teams on action steps and policy considerations to reform the housing and neighborhood revitalization process; and

WHEREAS, in March 2005, the Mayor and City Council approved Resolution No. 050139 that adopts the recommendations and proposed governance structure to improve the delivery of City housing services contained in the Neighborhood Based Housing Strategy in Kansas City report and designed to integrate housing and neighborhood revitalization into the Citys overall service delivery system; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Mayor and Council hereby recognize E. Terry Gratz, for admirable technical assistance and service, which has culminated in the implementation of a series of recommendations to improve Kansas Citys neighborhoods through expanded housing opportunities and enhanced housing partnerships; and

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to E. Terry Gratz and the U.S. Department of Housing and Urban Development with the appreciation of the Mayor, Council and citizens of Kansas City.
