COMMITTEE SUBSTITUTE TO RESOLUTION NO. 120291

Supporting and encouraging the school districts located entirely or partly within the city limits of Kansas City, Missouri to develop policies that favor the use of in-school suspensions for non-violent student misbehavior as an alternative to out-of-school suspensions and encouraging and supporting the Kansas City, Missouri Police Department’s efforts to collaborate with school districts to develop plans for truancy prevention and enforcement.

WHEREAS, in the State of Missouri school-aged children, with certain exceptions, are required to be in school and under the watchful supervision of adults in the schools; and

WHEREAS, when children are suspended from school, it is important to the community that children are not left unsupervised in public places which risks their exposure to juvenile crime and victimization; and

WHEREAS, studies suggest that out-of-school suspension does not effectively reduce or eliminate student misconduct and further there is little evidence that students who receive out-of-school suspension learn from their behavior or avoid further misbehavior; and

WHEREAS, to earn accreditation, public schools must meet standards set by the Missouri Department of Elementary and Secondary Education including ensuring all students regularly attend school. Additionally, average daily attendance plays a vital role in determining the amount of state aid a district receives; and

WHEREAS, the Kansas City, Missouri Police Department is concerned about the high rate of truancy or unexcused absences from schools that exists in parts of the City along with the occurrence of daytime crimes by juveniles; and

WHEREAS, the Kansas City, Missouri Police Department has expressed interest in assisting school districts located entirely or partly within the city with efforts to combat truancy; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Mayor and Council hereby support and encourage the school districts located entirely or partly within the city limits of Kansas City, Missouri to develop policies that favor the use of in school suspensions as discipline for non-violent student misbehavior as a productive alternative to out-of-school suspensions as well as encourage and support the Kansas City, Missouri Police Department’s efforts to collaborate with school districts in the planning and enforcement of truancy prevention programs and sweeps.
