ORDINANCE NO. 180702

 

Estimating and appropriating $1,971,305.00 in the Inmate Security Fund; accepting a five-year grant in the amount of $1,971,305.00 (Year One-$392,487.00; Year Two-$393,354.00; Year Three-$394,241.00; Year Four-$395,148.00; Year Five-$396,075.00) from the Department of Health and Human Services under the Substance Abuse and Mental Health Services Administration (SAMHSA) to expand and enhance services and programing in the existing Kansas City Municipal Drug Court; designating requisitioning authority and recognizing an accelerated effective date.

 

WHEREAS, Kansas City Municipal Drug Court (“KCMDC”) supports Kansas City, Missouri Adult and Family Drug Court Substance Abuse Treatment Expansion (“KCMDC SAT Expansion”) to continue and expand services and programing to those individuals identified to have profound and ongoing substance abuse issues, as well as ongoing aftercare; and

 

WHEREAS, KCMDC used the treatment drug court model in order to provide alcohol and drug treatment to offenders since 2002; and

 

WHEREAS, the purpose of KMDC SAT Expansion project is to meet the clinical needs of KCMDC participants to ensure they are treated using evidence-based practices consistent with the substance use disorders disease model and the problem-solving model, rather than with the traditional court case-processing model; and

 

WHEREAS, the KMDC SAT Expansion target population is KCMDC adult defendants diagnosed with a substance use disorder as their primary condition, particularly those identified as needing immediate treatment, as well as adult defendants who have co-occurring substance abuse and mental health disorders and trauma treatment needs; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the revenue in the following account of the Inmate Security Fund is hereby estimated in the following amount:

 

19-2760-270001-479660-G27SAMH18 SAMHSA KCMDC SAT

Exp $1,971,305.00

 

Section 2. That the sum of $1,971,305.00 is hereby appropriated from the Unappropriated Fund Balance of the Inmate Security Fund to the following accounts of the Inmate Security Fund:

 

19-2760-275020-A-G27SAMH18 SAMHSA KCMDC SAT

Exp $ 200,918.00


19-2760-275020-B-G27SAMH18 SAMHSA KCMDC SAT

Exp 1,766,377.00

19-2760-275020-C-G27SAMH18 SAMHSA KCMDC SAT

Exp 4,010.00 TOTAL $1,971,305.00

 

Section 3. That the Court Administrator, on behalf of the City of Kansas City, Missouri, is authorized to accept a $1,971,305.00 grant from the Department of Health and Human Services under the Substance Abuse and Mental Health Services Administration to expand and enhance substance abuse treatment services in the existing Kansas City Municipal Drug Court.

 

Section 4. That the Administrator of Municipal Court is designated requisitioning authority for Account No. 19-2760-275020.

 

Section 5. That this ordinance, appropriating money, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with Section 503, City Charter.
