COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 100478

 

Expressing the Council’s intent to continue planning and analysis related to the potential development of a convention center hotel in downtown Kansas City; approving the recommendations of the Convention Center Hotel Steering Committee related to site selection and financing parameters; directing the City Manager to incorporate site selection and financing parameters and to take necessary actions to continue the analysis of a potential convention center hotel; to develop RFPs for potential development teams and hotel flag operators; and requesting the Convention Center Hotel Steering Committee members to continue assisting in the analysis and development activities.

 

WHEREAS, the Council passed Ordinance No. 090444, which provided an appropriation of $500,000.00 for professional services related to the site selection, finance plan development, proposal review, and other services related to the potential development of a downtown convention center hotel (“Hotel Project”); and

 

WHEREAS, Ordinance No. 090444 established a Steering Committee to oversee, advise, and report to the City Council on the Hotel Project; and

 

WHEREAS, the Steering Committee, and related sub-committees, have met periodically over the previous months to analyze the project and on May 24th, the Steering Committee met and set parameters for the Council; and

 

WHEREAS, the Council believes that additional information is needed to enable a fully knowledgeable decision to be made on the feasibility of the potential project: and

 

WHEREAS, the Council deems it appropriate and advisable to continue planning and analysis for the Hotel Project; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council expresses its intent to continue planning and analysis for the potential development of a downtown convention center hotel, with the understanding that the Council has made no decision to construct the Hotel Project at this time, and that additional financial information is required before such a decision will be made.

 

Section 2. That the Council concurs with the Steering Committee, and the Site Selection Sub-Committee, that the preferred site for the Hotel Project is on Block 123, commonly referred to as the Power & Light Building site.

 

Section 3. That the Council concurs with the Steering Committee, and the Finance Sub-Committee, that continuing project financial analysis include the following parameters:

 

·         Develop a structure that positions the hotel asset for long-term success

·         Maximize private contributions

·         Properly allocate risk amongst all parties

·         Maximize utilization of economic development resources

·         Sufficiently mitigate any financial risk to the City

·         Minimize and/or negate any negative impact on the City’s general credit ratings

·         Improve competitiveness of the City’s convention center facilities

·         Maximize the economic impact of convention center business

·         Explore all available creative financing options

Section 4. That the City Manager is directed to continue staff support for the planning and analysis efforts, to incorporate the selection and financing parameters in this effort, and to develop RFPs for potential development teams and hotel flag operators.

 

Section 5. That the Council recognizes the value provided to the process by the Steering Committee structure and requests that all members of the Committee and its sub-committees continue to assist the City in this planning effort.
