COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 200294, AS AMENDED

WHEREAS, on March 12, 2020, Mayor Quinton Lucas issued a State of Emergency, allowing the City of Kansas City to take measures to reduce the possibility of exposure to COVID-19 and promote the health and safety of Kansas City residents; and

 

WHEREAS, the Kansas City Health Commission, committed to achieving health equity per the KC Community Health Improvement Plan (KC-CHIP), advises the Mayor and City Council on various health matters, including identification of necessary services, and prevention and risk reduction strategies to meet the needs of communities; and

 

WHEREAS, the City of Kansas City aims to contribute to an equitable city, where all residents – regardless of race, class, gender or sexual orientation are connected to the City’s resources; and

 

WHEREAS, the City wishes to employ all means available under the law to protect public life, health, safety, and property to limit the development, contraction, and spread of COVID-19; and

 

WHEREAS, the Kansas City Health Commission is responsible for monitoring and reviewing usage of Health Levy funds, and reviews and approves Health Levy funding recommendations; and

 

WHEREAS, the health and wellness of Kansas Citians is of utmost importance at all times, and that during this public health emergency, unprecedented measures must be taken; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the sum of $800,000.00 is hereby appropriated from the Unappropriated Fund Balance of Health Fund to the following accounts:

 

21-2330-512160-A Health Special Projects $190,880.00

21-2330-512160-B Health Special Projects 559,120.00

21-2330-512160-C Health Special Projects 50,000.00

TOTAL $800,000.00

 

Section 2. That the City Manager is hereby designated as the requisitioning authority for this allocation to the Health Special Projects accounts.

 

Section 3. That the City Manager in consultation with the Kansas City Health Department and the Kansas City Health Commission is hereby authorized to expend up to $800,000.00 from funds theretofore appropriated to the accounts to enter into contracts with existing Safety Net Providers related to community testing in highly impacted areas and to fund designated public health measures. These funds will also support Health Department programs responsible for monitoring and enforcing social distancing, quarantine, and isolation; acquiring and distributing PPE’s; conducting contact tracing; and other public health measures aimed at reducing the spread of COVID-19 among vulnerable residents in the City of Kansas City, Missouri. Such funds will be utilized to support the health and wellbeing of all Kansas City residents in the most cost-effective way, with an equity approach targeted toward homeless persons or vulnerable populations in the following zip codes:

Section 4. That the Director of Health is authorized to execute five limited term contracts for Community Health Workers to begin immediately working to reduce the spread of COVID-19 among the most vulnerable residents in Kansas City from funds appropriated in this Section 1.

 

Section 5. That the City Manager shall ensure that a reserve of at least $500,000.00 remains in the Health Levy Fund Balance for these emergency purposes and that any FEMA/SEMA or other federal COVID-19 reimbursements are prioritized to restore the Health Levy Fund Balance.

 


 

Section 6. That the City Manager shall ensure that any emergency use of these appropriated funds or additional Health Levy Fund Balance is approved by a majority of the KC Health Commission.

 

Section 7. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(B) of the City Charter and shall take effect in accordance with Section 503 of the City Charter.
